About the mission:

In response to the deteriorating humanitarian situation in Syria, in December 2012, SOLIDARITÉS INTERNATIONAL initially decided to launch a livelihoods/food security program to support the most vulnerable population in northern Syria. Solidarités International has then been assisting displaced and local populations in Aleppo Governorate which were virtually deprived of income sources at a time when their savings and their coping mechanisms were slowly getting exhausted, and when basic commodities have become unaffordable. Following the massive population movement end of January 2016 regarding the power shift in Aleppo country side and the cut off of supply routes from there to the north, SI has found funding to provide emergency cash and resettlement NFIs kits for 1200 households through partnership with a local organization. End of February 2016 a cease fire started agreed by the main parties. However it has been not respected by all of them even though the intensity and frequency of the shelling are substantially lower. Main conflict areas switched from Azaz Governorate to Aleppo countryside, and ISIS controlled zones in general. Since June 2016, SI has launched a WASH program in Azaz Governorate and forecast to contribute to morbidity and mortality reduction amongst IDP’s and host communities affected by the conflict through the support to Health facilities and provision of emergency WASH services in collaboration with a local partner.

The SI mission is based in Gaziantep and, in addition to the HoM, the mission is composed of 4 international staffs (1 Program Coordinator, 1 Humanitarian Access Adviser,1 Administrative Coordinator, 1 Logistics Coordinator) and 25 national staff both in Turkey and in Syria.

Please note that the Coordination team is remotely managing operations and that expatriates are not allowed to go to Syria.

About the job:

The administrative coordinator will direct and coordinate all administrative, accounting and financial services associated with the mission. He/she will take part in defining Solidarités International’s human resources policy, and ensure that it is followed. As coordinator, he is responsible for the mission’s financial balance.

He/she will monitor adherence to Solidarités administrative procedures and donor procedures as well as to the laws of the country in which intervention is taking place. He/she is the point of reference for the mission, and the link between headquarters and the mission for all administrative matters. He/she will be the one in charge of following the partnerhip for all administrative, finance and HR issues.

Key priorities

SI is in the process of scaling-up its intervention in Northern Syria, and the main priority for the administrative coordinator will be to ensure the full development of the mission in the finance, HR and administration matters, and then to secure financial coverage of the mission and to accompany the launching of new programmes through the following key responsibilitie:

  • To maintain a constant and in-depth follow-up of the financial situation of the mission through budget management (proposal, follow-up, reports, etc).
  • To ensure a high quality follow-up of the cash management through the development of a cash management policy and a deep understanding of exchange rate matters.
  • To support the strengthening of the finance, HR and administrative procedures and aspects related to the remote management.
  • To implement the partnership process with the partners and adapt it to the remote process management.
  • To support and develop the understanding of the legal framework in Turkey and in Syria.

To drive the update and the implementation of HR framework through the creation or the update of HR policies

Your profile

Required knowledge, experience and skills:

  • Master’s degree or equivalent in administrative and financial management,
  • Minimum of 3 years of experience with INGO specialized in Humanitarian assistance,
  • Previous experience with SOLIDARITES INTERNATIONAL is an advantage,
  • Previous experience in remote management is an asset,
  • Previous experience in partnership management is an asset,
  • Proven experience in conflict contexts and insecure environments, with consequent experience in supporting emergency response

Others

  • Diplomacy and coordination skills
  • Knowledge in administrative and financial management
  • Knowledge in Human Resources management
  • Strong management and training/capacity-building skills and particularly capacities to provide distance technical support
  • Comfortable with standard office and SAGA software
  • Knowledge of institutional donors, including: OFDA, UN Agencies, ECHO etc.
  • Display initiative with solid organizational and communication skills
  • Stress management skills: ability to work under pressure, with peaks of heavy workloads
  • Important flexibility and adaptability
  • Good sense of humor and great team member

Languages:

-Fluent in English
-Arabic and/or Turkish is strong asset

We offer

SI will offer you:

A salaried post: according to experience from 1800 euros gross per month, plus 10% annual leave allowance paid monthly, and a monthly Per Diem of 700 USD.

Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 500 euros allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs)
