General Description Of THE PROGRAM
Big Heart Foundation is a non-profit, non-governmental organization founded in 2013 to fill gaps in the response to the ongoing conflict in both Syria and Iraq. Big Heart has been operational since June 2013 providing humanitarian aid to conflict affected populations including essential food and Non-Food Item (NFI), Water, Sanitation & Hygiene (WASH), Livelihoods and Education services. We specialize in the delivery of targeted and transparent aid to highly vulnerable populations in the hardest to reach and correspondingly most underserved areas of northern Syria and northern Iraq. Big Heart plays a key role in leading the coordination of, and advocacy for, Syrian, Iraqi, and diaspora-led organizations responding to the crisis, and has recently launched programming in bothTurkey and Iraq.
MAIN OBJECTIVES OF POSITION
The Livelihoods and Business Development Program Manager (PM) will lead on the development, planning and management of Big Heart’s livelihoods and business development programming in Syria. This will involve identifying funding opportunities to further expand activities in this sector. The PM reports to the Programs Coordinator and will be responsible for the design, technical quality, planning, implementation and timely reporting for all Livelihoods and Business Development programming across Big Heart Areas of Operation in Idleb, Hama and Aleppo governorates, including a current program providing support to bakeries to support increased access to bread for conflict-affected populations in Idleb and Aleppo governorates.
TASKS and RESPONSIBILITIES
Project Management – Livelihoods and Business Development
· Manage all aspects of Livelihoods and Business Development programming, including direct and voucher-based assistance and Big Heart’s existing FFP-funded Bakeries program;
· Working closely with colleagues in M&E, develop comprehensive tools and processes to inform Big Heart’s understanding of livelihoods, local economies, markets and opportunities for / barriers to business development and growth. Ensure this information is used to inform and contribute to innovative and evidence- based programme design and proposal development;
· Working with the Programs Coordinator and Senior Management Team, identify business development and funding opportunities to expand livelihood and Business Development programming and contribute to the development of narrative and budget proposals;
· Develop detailed activity plans in line with the Livelihoods and Business Development program objectives, ensuring that those activity plans are implemented with any expected delays and / or modifications communicated to the Programs Coordinator in a timely manner;
· Oversee and ensure the delivery of all Livelihoods and Business Development program activities in terms of outputs against activity plans and take all-necessary action, in association with the Programs Coordinator, to ensure the program achieves its objectives within the allotted time and budget and to quality;
· Implement strategies to ensure best practice can be identified and replicated and support the Program Coordinator to ensure donors and partners are kept updated re key program activities, including any delays or changes to planned activities, outputs or outcomes;
· Work with the Programs Coordinator to ensure accurate and up to date data is available for all program activities under management, and support in the production of quality donor and internal reports;
· Travel to programme locations, security and border access permitting, to directly monitor Livelihoods and Business Development program activities, meeting with project stakeholders and beneficiaries and ensuring clear feedback is provided to field staff and / or partners on necessary changes or improvements required to ensure project activities meet stated objectives and deliver maximum benefit to targeted beneficiaries;
· Ensure that beneficiaries, community stakeholders, and local staff are represented in program planning and evaluation;
Compliance
· Day-to-day project implementation and for ensuring that activities effectively and efficiently achieve stated objectives in accordance with Big Heart’s guidelines, humanitarian standards and donor requirements.
· Ensure accurate documentation of all project activities in line with Big Heart policies and donor requirements.
· Work with the Programs Information Officer and Grants Manager to ensure accurate and up to date data is available for all project activities, and support in the production of quality donor and internal reports.
· Ensure adherence to the financial guidelines as per Big Heart policies.
· Ensure compliance against all donor requirements, including timely quality reporting, as applicable to the project.
Coordination
· Represent Big Heart at coordination and donor meetings;
· Coordinate with relevant staff in Antakya and Syria on the project needs in relation to support from Logistics, Finance and HR.
· Liaise with the Programs Coordinator, Logistics and Procurement teams department in Antakya to ensure that there are no delays in procuring / collection of, and delivery to field sites of the materials needed for effective project delivery.
· Ensure effective coordination, information sharing and liaison with other actors operational in Big Heart areas, identifying opportunities for complementarity and reducing the risk of duplication.
· Work with Big Heart’s M&E team to ensure timely and effective monitoring and evaluation of project activities and impact, and on the design and implementation of need and other assessments
HR Management
· Direct technical line management of Big Heart field staff assigned to Livelihoods and Business Development Program activities, ensuring that all team members have clearly defined job descriptions, work plans and understand their responsibilities;
· Identify staff capacity building requirements and work with the Programs Coordinator and HR Manager/HR Officer to design and deliver effective training, mentoring and other activities to address identified capacity gaps.
· Ensure appropriate HR planning in coordination with the HR Manager, training and resource allocation as required for the successful implementation of project objectives.
· Ensure that policies and guidelines as laid down in Big Hearts manuals and policies are adhered to at all times, in collaboration with the HR Manager.
Quality control
· Improve the quality of services provided through support and supervision of key staff, analysis and dissemination of M&E data and lessons learnt, and review of Big Heart and other best practice guidelines
Others
· Other related tasks at the request of Line Manager.
COMPETENCIES REQUIRED
Languages: Excellent communication skills (written and spoken) in English and Arabic.
IT: proficient computer skills, including Microsoft Office.
Personal skills: Highly organized. Good skills at prioritizing tasks. Excellent interpersonal skills and relationship building skills with the ability to interact well with people of all backgrounds. Enthusiastic, flexible about working long hours and keen to work hard to achieve the objectives of the program.
EXPERIENCE REQUIRED
· Minimum 2-4 years’ work experience in a relevant sector/ including managing multiple teams and remote management
· Experience of working in Syria, knowledge of Big Heart’s Area of Operation in Idleb, Hama and Aleppo governorates a distinct advantage
· Previous experience managing programs designed to increase access to income-generation opportunities and support business growth / development
· Previous experience in proposal and budget development
· Demonstrable experience of project cycle and budget management
· Demonstrable experience in capacity building and training
· Experience with interagency coordination and working within the Cluster system
EDUCATION REQUIREMENTS
Bachelor’s degree in relevant field (social science, engineers, business economics, information management, project management etc.).
