Location: Gaziantep (Turkey) with travel inside Turkey

Position Summary:

The Deputy Program Manager will play a key role in developing and implementing the country strategy, especially regarding the strategic and technical leadership to ensure the effective development and implementation of RI’s emergency education program to respond to the needs of Syrian Refugees in Turkey. He/she will be assisted by an Education Program Officer and Program Assistant. She/he is responsible for the day-today management of the project. RI is seeking an experienced professional that can contribute to dynamic and strong programming. The Deputy Program Manager is responsible for developing, planning and leading.

Position Responsibilities and Duties:

  • Provide leadership, planning, technical support and management to RI’s Education program
  • Ensure implementation of the UNICEF funded education programs in line with the approved project proposal and budget, anticipating and communicating issues/problems in advance to the Program Manager and preparing written amendments as required.
  • Help ensure quality of the program through compliance and adherence to RI, donor and national policies, procedures and guidelines, as well as internationally recognized standards.
  • Carry out regular on site and remote supervision of staff and their activities
  • Support with capacity building for staff: Help assess the training needs of education staff and offer input to the training program to meet these needs
  • Provide follow up reports with the RI partners to ensure the proper implementation of the projects in the field.
  • Coordinate and support the Program Manager with staff supervision and performance evaluation
  • Play a key role in implementing an effective monitoring and evaluation framework for the program based on RI’s results framework
  • Help prepare the technical reports including weekly, monthly and quarterly donor reports and data analysis and management
  • Assist with scoping of potential new areas for engagement through analysis of secondary data, stakeholder analysis and field assessments

Qualifications & requirements:

This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment.

  • Master’s degree Education (or related field) in a relevant field or Bachelor’s degree;
  • At least 3 years’ professional experience in the Education sector (remedial, informal and non-formal);
  • Minimum of 3 years’ INGO program management experience, preferably in emergency response/conflict settings;
  • Solid background and knowledge of UN Rules and Regulations;
  • Willingness to travel and work extensively – sometimes at short notice, in difficult places and under long hours – according to a results-based approach Excellent interpersonal, communication, public speaking, and strategic planning skills required;
  • Fluency in English is required; Turkish or Arabic is a plus.
  • Strong English writing skills required;
  • Demonstrated ability to manage multiple priorities, deadlines, tasks efficiently;
  • Excellent time management skills and resourcefulness with strong attention to detail
  • Excellent analytical and organizational skills. Ability to think critically and creatively;
  • Excellent interpersonal skills, including patience, diplomacy, willingness to listen and respect for colleagues.
  • Must be capable of working both individually and as part of a team
  • Ability to work effectively in a fast-paced, stressful environment.
  • Must be flexible, willing to perform other duties and work irregular hours
