PARTNER ORGANIZATIONS
Under the program, “Improving Capacities for Sustainable Economic and Social Growth through Innovation” ACCES Innovation (PAI), all of Oxfam's partners in the country of assignment receive support on the development and management of projects. They are primarily civil society organizations.
JOB CONTEXT
The PAI is funded by the Canadian Government through Global Affairs Canada (GAC) and is implemented by Oxfam-Québec in 11 countries. The central approach of the program is based on the assignment of Canadian (or Canadian permanent resident) Technical Advisors in countries of intervention, in which their mandates are to increase the technical, administrative and financial capabilities of local partner organizations. Support provided should enable partners to innovate and generate sustainable changes in their environments in terms of economic growth, food security, gender equality, good governance and environmental sustainability. The program furthermore focuses on the development of models and innovative intervention approaches through a process supported by a network of Canadian partners, composed of recognized civil society organizations, research institutes as well as socially-responsible private companies.
The program emphasizes economic empowerment and access to decent work for women and youth in vulnerable situations. Oxfam and its partners are working to accomplish these objectives by implementing new strategies of employability and economic integration of women and youth (in particular through technical and vocational training) and promoting new business models (including social entrepreneurship) adapted to the local context.
JOB DESCRIPTION
Under the responsibility of the the PAI Coordinator in the country of intervention and in close collaboration with Oxfam colleagues (in-country, regional, Oxfam-Québec headquarters), the National Influencing Advisor performs his/her mandate to ensure the achievement of program results by providing support to partners in his/her fields of expertise.
In accordance with the policies, standards and procedures of Oxfam, the National Influencing Advisor undertakes the following responsibilities:
Development of the sector :
- Remain updated on published research on the Middle East region and OPT as well as within the Oxfam confederation.
- Support analysis of the OPT context regarding civil society space.
- Coordinate with Policy and Campaign team to be in line with the OPTI Influencing Strategy in harmony with the PAI objectives.
- Contribute to the development of new partnerships and alliances in the country.
- Participate in the coordination of the various thematic strategies implemented by Oxfam on country and regional levels.
Innovation and Capacity building :
- Identify partner needs in the area of national advocacy, awareness raising, lobbying and/or campaigning
- Implement capacity building activities toward the development of partner-specific advocacy strategies
- Mentor partner organizations in advocacy and lobbying skills, including the conduct of power and conflict analyses
- Support partners in the development of advocacy and awareness raising materials
Aid in the conception and implementation of advocacy campaigns
Monitoring, Evaluation, Accountability and Learning (MEAL) :Develop strong understanding, participation and ownership of the MEAL system.
Support partners and allies in the quantitative and qualitative assessment of the results they have achieved in terms of national influencing.
Coordinate reporting—at the Oxfam program level in country—on the results achieved in terms of influencing according to established standards.
Contribute to the documentation of learning and innovations developed by Oxfam and its partners and allies (lessons learned, best practices, methodologies, approaches, life stories, etc.).
Expertise Networks :
- Participate in the exchange of knowledge, methodologies and experiences with the Oxfam team in the West Bank and the Gaza Strip.
- Participate in the systematization and the diffusion of experiences in the interest of enriching Oxfam approaches.
- Networking with peers to develop a shared analysis of regional, national and local issues, contacts and key players.
REQUIREMENT AND QUALIFICATIONS
Status : Be a Canadian citizen or have Canadian permanent resident status
Education :
- University degree in international relations,
- International law,
- Political science,
- Development studies,
- Journalism or any other relevant field.
Work Experience :
- At least three (3) years of relevant experience in advocacy, campaigning, communication and alliance building, ideally in the OPT and Israel or wider Middle East
- Experience working in a multidisciplinary team
- International development work experience (an asset)
- Experience working in the Occupied Palestinian Territory (an asset)
Specific skills for this position :
- Solid understanding and knowledge of human rights and rights-based approach and commitment to promoting gender equality in advocacy work.

WORKING CONDITIONS
- This is a volunteer position. All monetary compensations are paid in Canada and are not subject to taxation.
- Monthly allowance: 2734 $ CAD. First month of contract, allowance is 4205 $ CAD to cover installation expenses
- Increase of the monthly allowance for a maximum of two (2) accompanying persons (spouse and child): first person 30% increase, second at 20% increase;
- Travel insurance, life and disability insurance;
- Amount for housing: 1300 $ CAD maximum for one double bedroom, and 1500 $ CAD for two bedrooms or more (for families);
- Children's school fees: 1500 $ CAD per child per year;
- Grant to facilitate reintegration in Canada: 2000 $ CAD;
- Air fare round trip from/to Canada. Two (2) luggage pieces guaranteed and 200 $ CAD for extra.
