Within the scope of the assignment, the consultant(s) shall work under the guidance of the UNICEF Child Protection Officer(s) and be responsible for the duties given below:
- Support the implementation of a community based protection programme for Syrian girls and boys who are in need of protection:
a. Develop outreach team guidelines on child protection for Turkish and Syrian outreach teams
b. Develop the supervision programme for Turkish and Syrian outreach teams
i. Conduct regular visits to the 15 provinces which will host the Kızılay Community Centers and Community Based Protection Offices;
ii. Establish the reporting system for the outreach teams to get regular information from the field.
iii. Provide technical support to the outreach team on case management, referral pathways, etc.
iv. Conduct regular coordination/consultation meetings with partners to ensure better cooperation.
v. Conduct 2 trainings programmes for the outreach teams on community based protection and conduct 2 nationwide assessment workshops with outreach teams to strengthen the system.
vi. Ensure better coordination with the Emergency Social Safety Net (ESSN) Programme and the Community Based Protection Programme through the establishment of regular information sharing platforms such as participation to meetings, developing and sharing the recommendations, etc.
- Support the development and implementation of the Standard Operating Procedures for Unaccompanied and Separated Children (UASC) and follow- up the field implementation:
a. Conduct coordination meetings with partners for the finalization of the SoPs for UASC
b. Conduct 2 training programmes for the Ministry of Family and Social Policy (MoFSPs) both at national and local level and NGOs staff on the implementation of the SoP on UASC.
c. Participate to the regular local level sub-working group meetings on UASC.
d. Review the SoPs when it is needed in consultation with partners.
e. Provide technical support to the teams of Temporary Reception Centers established in Adana and Urfa Camps to ensure services are provided in line with international standards.
- Support the development of Standard Operating Procedures on Case Management for NGOs as well as Government:
a. Develop the SoPs for child protection in close coordination with UNHCR.
b. Develop the training programme and conduct the 2 training programmes for partners on SOP- Case Management.
Liaise with the team responsible for conduct an assessment of child protection case management practices carried out in 5 Child Protection Centres and develop Standard Operating Procedures to ensure complementarity of efforts and harmonization of approaches.
Contribute to build the capacity of staff and key partners in the area of child protection.
The following points shall be taken into consideration while developing the documents
The documents should offer comparative information on the theory and practice of existing models.
While reviewing the literature, the current situation of Turkey should be analysed and reflected upon.
International standards should be referred to, whenever relevant.
