Chemonics seeks a monitoring and evaluation (M&E)/research manager, based in Istanbul, Turkey, to support USAID leadership in developing the Syria research agenda. The manager will provide guidance on and oversight of monitoring, evaluation, research, and learning processes and priorities; participate in all phases of project strategy development and planning; manage a large monitoring, evaluation, and research team; and report directly to the chief of party. Responsibilities include:
- Contribute to the design, implementation, and ongoing revision of an M&E system that adheres to client guidance and meets the needs of the program for learning, analysis, and reporting
- Provide input and advice on the evolving country political and military context, ensuring programmatic lessons learned inform decisions and programming
- Provide support, advice, and oversight on activity-level and program-level monitoring, evaluation, research, and learning, ensuring quality and consistency across the program
- Lead the design, research, and production of regular evaluation reports that assess the progress of broad programmatic interventions toward strategic objectives
- Assist in the identification, analysis, and synthesis of lessons learned from program implementation and facilitate the incorporation of those lessons into the activity development cycle
- Contribute to the client's understanding of the political and security environment in Syria by contributing to reporting products
Qualifications:
- Minimum four years of experience in monitoring and evaluation, social science research, journalism, or a similar field required
- Experience with quantitative and qualitative research methods, including surveys and focus groups; M&E experience on donor-funded projects strongly preferred
- Experience linking research and program findings into program design and implementation
- Experience successfully leading diverse teams in a fast-paced work environment
- Demonstrated leadership, versatility, and integrity
- Experience working in the Middle East and familiarity with the context of the ongoing Syrian conflict preferred
- Proficiency in English required and Arabic strongly preferred
