SCOPE

Based in Antakya, Turkey the Grants Manager will provide grant management, business development, donor compliance and reporting support to the Grants Unit, which oversees IRC's Turkey and Northern Syria portfolio. The Grants Manager will work closely with program staff, finance and operations to ensure quality management of emergency and recovery programs in the portfolio. The Grants Manager is expected to work closely with the Senior Grants Coordinator to ensure that proposals are developed and submitted in compliance with donor priorities and requirements; and that quality activity and donor reporting is completed on a timely basis.

SPECIFIC RESPONSIBILITIES

Grant Management and Compliance

  • Submit high quality donor reports on a timely basis according to IRC and donor regulations. Ensure all required documents are included, complete, correct and approved by the respective Program Coordinator/s and country management.
  • Develop and manage detailed grant budgets, including consolidation of programmatic and operational inputs in Excel, and final linking to donor-specific templates.
  • Lead the processing of sub-grant agreements or donor agreement modifications.
  • Lead the organization and follow-up of grant opening meetings, monthly grant review meetings, and grant close out meetings in collaboration with the Senior Grants Coordinator.
  • Participate in grant and budget management meetings, including bi-weekly Grant meetings; and monthly Budget vs Actual (BVA) meetings.
  • Provide technical guidance on IRC and donor regulations to ensure compliance within operations, program implementation and reporting. Raise compliance issues proactively with program staff and the Senior Grants Coordinator.
  • Provide capacity building support to local partner organizations, including report and proposal related mentoring and training.
  • Keep the Senior Grants Coordinator informed of any projected inabilities to meet contractual obligations, report submission and spend rates/significant budget variances. Be able to proactively mitigate risks through proposing remedial solutions.
  • Compile and respond to information requests from IRC's regional, London and NY offices.

Business Development

o Support the development of high quality concept notes and proposals that are evidence-driven, relevant to IRC's Strategic Action Plan, and include input from key stakeholders (finance, operations, technical coordinators, field coordinators, partner organizations, etc.)

o Contribute to all aspects of the proposal development process - including compilation/editing of the technical narrative, development of budgets and budget narratives, drafting of required annexes, etc.

o Work closely with grant counterparts in NY, London and Amman to ensure coordination and adherence to proposal timelines and requirements.

o Manage the proposal workflow on OTIS, ensuring all relevant parties provide reviews and uploaded in a timely fashion to both OTIS and Box.

o Lead the development of donor proposals, as assigned by the Senior Grants Coordinator.

Requirements:

  • At least four (4) years experience in grant management or humanitarian program management.
  • Demonstrated field-based experience with grants management and business development.
  • Proven competency with program design and proposal writing (including logical frameworks).
  • Proven competency in budget development and management; including strong Excel skills.
  • Proven experience working with and mentoring nascent local organizations.
  • Strong knowledge of USAID, ECHO, UNHCR, UNOCHA, DFID and other donor rules and regulations.
  • Excellent writing skills and experience in writing proposals/concept notes.
  • Fluency in the English language.
  • Good time management and coordination skills.
  • IRC experience preferred.
  • Ability to work and lead tasks independently while being a strong team player.

Other Information: Antakya, Turkey is currently not assessed as a high-risk environment and it remains a generally safe city and country as long as IRC security protocols are observed. The post is unaccompanied, and shared housing will be provided by IRC according to the IRC Turkey housing policy.
