Turkey: n.1 Junior Expert - Program: “Agriculture and Livestock Support for Syrian People”

The CIHEAM Bari, Italian body of CIHEAM (International Centre for Advanced Mediterranean Agronomic Studies) intergovernmental organization having its HQs in Paris, publishes a vacancy in the framework of the project above for One Junior Expert to be assigned in the program base of Gaziantep – Turkey.

The program is co-funded by the Italian Agency for Development Cooperation and by the British Department for International Development (DFID), it is implemented by CIHEAM Bari.

The Program areas of implementation are the north and west part of Aleppo

Governorate (Syria) and the north part of Idleb Governorate (Syria); other implementing areas are ongoing to be identified inside Syria.

The main objective is to improve the livelihood of the Syrian rural population through the strengthening of agricultural production with short and medium-term interventions.

The specific objective is: “Increase agricultural and livestock production and household income of local communities, through provision of inputs and services made available in collaboration with the Local Councils Administrations of the involved areas”.

Program partners/ Stakeholders are as follows: Local Council Administrations, Syrian Technicians Associations, Women’s Associations, Group of producers, Syrian Interim Government and Assistance Coordination Unit.

The program is also working in synergy with the following International Agencies and Authorities: Turkish Ministry of Foreign Affairs; GIZ Gesellschaft für Internationale Zusammenarbeit; European Delegation in Gaziantep; Food and Agriculture Organization (FAO).

Duty Station: Turkey - Gaziantep

No any mission for the selected person is foreseen in Syria

Duration: 6 months with possibility of extension. One month of trial period is foreseen.

Foreseen date to take functions: 21 November 2016.

Nationality: Italian

Languages: Italian, (Mother tongue), English both written and spoken (C1 European level); desirable Arabic (B2).

Education: Degree /Master Degree in International Cooperation, Economy, Agriculture Economy, or other related fields to the assignment.

Compensation: see chapter 5

1. Obligations and responsibilities

The Junior expert will assist the Program Managers in the implementation of the Program activities and he/she will work to perform the following tasks:

  1. Collaborate/ assist to the implementation of the Socio economic assessment of the program impact on the Syrian Rural Communities;

  2. Participate /organize the data collection of the program, according with the indication of CIHEAM Bari experts;

  3. Collaborate/ assist the Capacity building component of the program addressed to the Syrian technicians, associations of women and group of producers;

  4. Act as tutor for the Syrian technicians/ stakeholders for the “distance learning and remote technical assistance” activities of the program;

  5. Collaborate/ assist the follow up of the women associations supported by the program and facilitate the creation of new ones;

  6. Collaborate to the setting up, and follow up, of new economic groups of producers inside Syria;

  7. Participate to the economic analysis of possible actions for associations/ economic groups of producers;

  8. Follow and report to the program managers, the activity monitoring system of the program;

  9. Participate to the preparation of the periodical program work plans of activities;

  10. Organize/ support the missions in Turkey of the CIHEAM Bari experts in short missions;

  11. Accomplish any other task upon demand of the Program Managers, or by CIHEAM Bari, within his/her capacities and skills with regard to the position

  12. Fulfil CIHEAM Bari administrative rules and financial regulation as well as ethical clauses.

· It is strictly forbidden for the selected persons, during his assignment, to travel inside Syria.

2. Requirements

At the moment of submission the candidate must own the following:

· Degree /Master Degree in International Cooperation, Economy, Agriculture Economy or other related fields to the assignment;

· Italian Citizenship;

· Working Knowledge of English;

· Availability to move from current residence in Gaziantep – Turkey;

· Good knowledge of the international development program/ project’s procedures;

· Good understanding of community, institutional and government roles and responsibilities;

· Excellent communication and adaptation skills, group working, fast problem findings and solving, autonomy, decisional capacity, intuition, flexibility.

· Patience and flexibility;

· Good analytical skills and an ability to provide practical and sound advice on rural development issues;

· Good skills in writing and preparation of reports

· Computer skills: excellent knowledge and use of Excel and Word, as well as of the other software such as PowerPoint, Outlook, Skype, Google Chrome, Google Earth, etc.

3. Working Experience

At the moment of submission the candidate must demonstrate the following:

· The requirements mentioned in the chapter 2;

· Preferable a previous working experience with International Organization for International Cooperation or International NGOs: at least 2 years

· However, based on the interview’s result it will be determined the candidate’s eligibility for the position

4. Candidature dossier

The following documents are required (to be included in the vacancy application sent by email as reported in the chapter 5):

· CV in European Format - preferably European Framework Contracts CV (PDF format only) in English language, duly signed and including civil status (married/single), picture, description of academic and professional recognitions and academic/cultural titles. Other formats shall be rejected.

· A letter of presentation and motivation duly signed (PDF – Times New Roman 12 – 1 page A4) stating the sentence: “**I declare to be ready to join the project immediately if successfully selected**”

· Photocopy of valid Passport (expired date not before than one year)

· Photocopy of Degree /Master Certificate

· Updated Court records

5. Selection procedures and compensation

Selection procedures refer to CIHEAM Bari Director instruction n. 3/2009 and further integration and complementary procedures.

Applications will be screened and preliminary evaluated by a restricted CIHEAM Bari Committee. Successively only shortlisted candidates will be invited to have an interview by Phone /Skype or directly in CIHEAM Bari headquarters.

During the interview, competences and skills as well as experience, language, computer and presentation skills will be evaluated.

The Commission will submit to CIHEAM Bari Direction the final evaluation for definitive approval and contracting.

Assignment will be on six months basis and will be formalized in conformity with

CIHEAM Bari rules and financial regulations.

Salary will be in Euro and it will include taxes and others expenditures (including the

Turkish ones).

The compensation will depend upon qualifications and experience of the selected candidate; however this will be based on junior position level in international cooperation.

6. Safeguard clause

CIHEAM Bari may not go through the assignment procedure for opportunity reasons discretionally evaluated. This assignment is on a temporary basis, submitted to periodically monitoring and shall not consist in a permanent job neither within CIHEAM Bari nor within the project itself.
