World Vision International-Turkey is looking for a trainer for MONITORING AND EVALUATION training in Gaziantep/Turkey and Idlib/SYRIA for all WV’s partners in Turkey and Syria.

Terms of Reference

Monitoring and Evaluation Training

Dec 7-9, 2016 – Gaziantep, Turkey

World Vision International in Turkey is looking for one consultant (or organization/ institution) to conduct capacity building training/workshop for Syrian and Turkish NGOs, which are implementing partners for WVT in its Syria Crisis Response.

Background and Purpose

Assessments conducted in early 2016 have found that Syrian NGOs lack training and less experience in Monitoring and Evaluation but are a highly educated and professional working class seeking opportunities to support their communities.

The aim of the training is to enhance understanding and skills of WV partner’s staff in Accountability, Monitoring and Reporting. The training will be a combination of theoretical and practical exercises. The content of the training will be anchored on WVI M&E standards and processes. The consultant (or organization/ institution) will work in close collaboration with WVT Capacity Building Coordinator and MEAL Manager for the content and flow of the topics to ensure coherence.

Objective

· Develop basic understanding among key staff on humanitarian principles & humanitarian accountability standards.

· Basic introduction to project cycle management stages with specific focus on Monitoring and Reporting

· Articulate understanding on monitoring and reporting definition and purpose

Responsibilities of the Consultant

The consultant/company is expected to deliver the following:

  1. Detailed agenda and training flow to be approved by WVI

  2. Facilitate the planning of the workshop

  3. Develop appropriate hand out materials for presentation

  4. Facilitate sessions during the workshop

  5. Assist with documentation of sessions as appropriate

Responsibilities of World Vision

  1. Provide feedback and final approval to the consultant at relevant stages of the engagement (planning to actual conduct)

  2. Ensure the proposed methodology, materials and topics are coherent with WVI M&E Standards and Processes.

· Complaints and Response Mechanisms

· M&E & Accountability Integration

Monitoring

· Introduction - Project Management Cycle (LEAP)

  • What is Monitoring?
  • Why Monitor?
  • Types of Monitoring (based on experience of other NGOs working in Syria Context)
  • Steps in Monitoring

· Monitoring and Evaluation Plan

· Introduction to monitoring

· Understanding the M&E Tools (Log frame, ITT, M&E Plan, Budget, Calendar)

· Basics of Data Collection (Quanti an Quali)

· Use of technology in Monitoring (SMAP/Kobo)

· Information Sharing

Analysis (Basic) and Reporting

· Data Analysis steps (data cleaning and consolidation)

· Types of basic data analysis

· Utilizing M&E findings for action and accountability

· Writing an effective report

· Reporting Flow and Processes (SMAP/Kobo)

Timing and scope

The expected duration of services is 3 days in December 2016 Turkey- Gazi- Antep and Syria- Idleb. Any expectations for an extension of the consultancy must be first approved by WV and will be discussed in consultation with the Consultant.

Requirements

The ideal consultant (or organization/ institution) selected will be one with the following

· Knowledge of civil society sector in general, and NGOs in Syria and Turkey specifically.

· Documented experience capacity building of NGOs especially for Monitoring and Evaluation.

· Demonstrated knowledge and understanding of the topic through on the-job experience, education and/or extensive study/training.

· Fluency and ability to conduct trainings in Arabic and Presentation in English.

· Ability to conduct training in Turkey- Gazi Antep and Syria- Idleb.

· At least 3 years’ experience in Building Capacity especially in Monitoring and Evaluation.

Proposals

Interested persons/organizations should send their proposals, to Gaziantep_Procurement@wvi.org with the subject of ‘**’#682 M&E training**’’ no later than COB 18- Nov- 2016, all proposals must include the following:

  • Relevant experience and previous trainings conducted.

  • Draft training flow and approaches/methods to be used.

  • Description of the capabilities and capacities of the consultant/ organization

The winning candidate is not required to provide evidence of the capacities in all the aforementioned topics. Focus should be based on expertise.

  • Sampling of curriculum from proposed topic and CV of the Trainer.

  • Costs associated with trainings including Training Venue, Logistic materials and translation if required.
