GENERAL DESCRIPTION OF THE PROGRAM
Yüce Kalp Dayanışma ve Kalkınma Derneği / Big Heart Foundation is a non-profit, non-governmental organization founded in 2013 to fill gaps in the response to the ongoing conflict in both Syria and Iraq. Yüce Kalp Dayanışma ve Kalkınma Derneği / Big Heart has been operational since June 2013 providing humanitarian aid to conflict affected populations including essential food and Non-Food Item (NFI), Water, Sanitation & Hygiene (WASH), Livelihoods and Education services. We specialize in the delivery of targeted and transparent aid to highly vulnerable populations in the hardest to reach and correspondingly most underserved areas of northern Syria and northern Iraq. Yüce Kalp Dayanışma ve Kalkınma Derneği / Big Heart plays a key role in leading the coordination of, and advocacy for, Syrian, Iraqi, and diaspora-led organizations responding to the crisis, and has recently launched programming in both Turkey and Iraq.
MAIN OBJECTIVES OF POSITION
The HR Manager will provide supervision of all HR functions within the organization, including development of HR policies / processes and coordination of staff training and capacity development activities.
TASKS and RESPONSIBILITIES
HR Policies and Tools
· Ensure that all HR Policies and procedures are approved, shared and implemented both in Turkey and Syria.
· Ensure that all HR tools (i.e. job descriptions, contracts, timesheets, etc.) are approved, shared and implemented both in Turkey and Syria.
· Ensure organograms for both Turkey and Syria are approved and implemented.
· Coordinate with the HR Officer to facilitate the application process for Residence and Work Permits.
· Provide support and back-up in interactions with the Turkish local, district and state wide authorities in Hatay, Gaziantep and Ankara, etc. Ensure the maintenance of positive relations with Turkish authorities.
· Ensure compliance with local labor law regulations on all staff matters.
Recruitment
· Lead on all recruitment processes, working with the HR Officers in Syria/Turkey and ensuring all recruitment is conducted in line with Big Heart’s policy.
· Work with Line Managers to prepare staffing plans, coordinating all recruitment and selection process including preparation of notices / advertisements for vacant positions, job descriptions, scheduling interviews, conducting reference checks, etc.
· Manage the on boarding / orientation process.
Performance Appraisal Process
· Oversee and manage the performance appraisal system that drives high performance.
Management of HR Resources
· Line management of HR staff.
Training
· Access training needs and develop an organizational plan for staff training and capacity development in coordination with line managers.
· Deliver HR trainings to staff both in Turkey and in Syria.
Reporting
· Report to management and provide decision support through HR metrics.
· Conduct annual pay surveys and report findings to SMT.
Payroll
· Coordinate the submission of the monthly payroll by working with the HR Officer Syira / Turkey and Finance Department
· Filing
· Ensure maintenance of all employee and files in line with organizational HR policy and donor compliance requirements.
Additional Tasks
· Ensures confidentiality of all information regarding Big Heart employees.
· Resolve staff grievances
· Ensure staff exit clearance paper work is processed in a timely manner.
· Any other task as requested by line manager.
COMPETENCIES REQUIRED
1) Languages: A great command of Arabic and English, Turkish will be an asset
2)IT knowledge: Proficient command of Office (word, excel) and HR Software
3) Personalskills: Ability to work under pressure, and prioritize workload according to the changing needs of the program
EXPERIENCE REQUIRED
1) At least 2 years experience in a non-profit or corporate multi-cultural environment
2) Confident presentation and facilitation skills, proven record in provision of trainings
3) Previous working experience in the region
4) Deep knowledge of Turkish and Syrian Labour Laws
5) Excellent understanding of donor compliance regarding HR
6) Good interpersonal skills and commitment to capacity building
7) Enthusiastic, flexible and with the ability to work long hours
8) Understanding of mainstreaming principles, including gender and child protection
9) Knowledge of Sphere and commitment to Humanitarian principles
EDUCATION REQUIREMENTS
Bachelor’s degree in related field (HR or business management). Specialisation in development, humanitarian aid, international law or another relevant field is a plus
