MEAL Officer Job Purpose:

The MEAL Officer is a key position in the Turkey country office, supporting the Monitoring, Evaluation, Accountability, & Learning Manager with duties related to monitoring & evaluation across all sectors: health, MHPSS, WASH, NFI, rehabilitation and protection.

MEAL Officer Job Duties:

MEAL System Development

· Collaborate closely with Program staff and MEAL staff in developing and establishing MEAL systems that serve the needs of the overall Turkey ERT program.

· Address shortfalls in monitoring, evaluation and information management that affect program implementation.

· Contribute to program design to ensure adherence to IMC’s and international standards, including the use of standardized indicators and documentation methodologies.

· Conduct process monitoring visits to facilities and service centres on a monthly basis to ensure quality and best standards.

· Support the development of MEAL Plans, MEAL tools, survey design, methodology, data analysis, and other services as may be required for program monitoring and evaluation. Develop data entry sheets and other tools for effective data collection, entry and analysis. Consistently improve data quality across programs and sectors. Perform data cleaning, data analysis and reporting on primary and secondary data.

· Collaborate with other departments as needed to ensure smooth implementation and integration of services and follow-up progress of the indicators with the appropriate programs.

· Any other tasks as required by the MEAL department.

Staff Training and Capacity Building

· Build the capacity of all relevant team members to develop and maintain an excellent M&E system, including the periodic reflection and analysis of program monitoring data, and usage of analysis tools and software.

· Develop plans to mentor and coach relevant staff in specific M&E functions.

Information management and accountability:

· Communicate with FAs on daily/weekly basis as needed regarding activities, security, location, information updates related to IDPs.

· Support and integrate feedback from FAs into accountability mechanisms across sectors and make sure the beneficiary feedback and accountability, Complaint Response Mechanism is always in place and functional, and is being followed-up closely.

Miscellaneous:

· Support other needs of the MEAL department as they arise

· Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps.

QUALIFICATIONS: (Training/education/experience/physical demands required; provide 6-8 requirements):

Personnel Qualifications (Special training/experience required):

· Master’s degree in sociology, economics, business administration, or other related field, is required

· Fluency in written and spoken English and Arabic is required.

· High proficiency in MS Office and MS Excel is required and experience with data analysis software is desirable.

· Experience in data collection and analysis via quantitative and qualitative tools surveys will be highly preferred

· Database management experience is highly desirable

· Experience working with NGOs is highly desirable

· Good report writing skills

· Good interpersonal skills and ability to work in a multicultural setting

· Adherence to IMC Code of Conduct and internationally accepted humanitarian principles is required.
