Responsibilities
Under the supervision of the Country Representative and in collaboration with the relevant staff, the Livelihoods and Recovery Consultant will contribute to the development of initiatives focused on livelihoods, economic recovery and social cohesion between Syrian refugees and host communities in Turkey and neighbouring countries. He will be in charge of developing relevant analysis, field surveys, assessment, program strategy and project documents to address the local needs in matters of livelihoods and social cohesion.
Requirements
- Master degree in economics, development, social sciences or other relevant field is preferred
- Good knowledge of written and spoken English, knowledge of Arabic and/or Turkish an asset;
- High interpersonal skills with a strong analytical approach in problem solving and management;
- Proven experience in designing and implementing intra-communities and conflict-sensitive approaches to livelihood programmes, particularly in emergency and early recovery contexts witnessing mass influx of refugees;
- Experience of a flexible approach to develop and draft high quality project proposals, leveraging sound coordination in synergy with project partners and team staff;
- Good understanding of possible implications between refugees and host communities relations and livelihoods, economic recovery interventions
- Sound relevant experience in conducting assessments, surveys, evaluations through participatory and conflict-sensitive approaches;
- Previous experience in Turkey and good knowledge of local socio-economic dynamics highly desirable; good understanding of the Syrian regional crisis and its impact at regional level;
Job Description
Main tasks
✓ Investigate and take stock of the achievements, challenges, and lessons learnt from the implementation of the resilience and livelihoods pilot initiatives for refugee and host communities, initiated under the Regional Refugee and Resilience Plan (3RP);
✓ Investigate trends and opportunities at country level concerning emergency employment, enterprise recovery, community infrastructure, social enterprises, rehabilitation and broader approaches to livelihoods and economic recovery in a crisis and post-conflict transition view;
✓ Assess and define, in close collaboration with relevant COSV staff, and in consultation with relevant agencies at local level, opportunities for the kick-start and up-scaling of resilience and livelihoods initiatives for refugee and host communities in Turkey, focusing on short-term employment creation, skills development and community engagement;
✓ Identify a programmatic strategy including elements of skills development, creation of short-term employment opportunities and community engagement, targeting Syrian refugee and host communities;
✓ Forecast linkages with other programs and coordination platforms delivering short, mid- to long term recovery efforts with strong focus on livelihoods and resilience support;
✓ Elaborate knowledge management products and develop policy, technical and program support on livelihoods, economic recovery, employment creation and social cohesion;
✓ Support COSV mission in the establishment of partnerships for the implementation of the initiatives relevant to the sector;
✓ Support the drafting and the finalization of the project document, inclusive of all its components, and ensure the integration of all relevant information raising from the assessment and analysis phase;
✓ Ensure that the project document is conflict sensitive and that linkages with cross-cutting components such as dialogue, local governance and reintegration are in place;
✓ Develop field surveys, baselines and a M&E framework for livelihoods, economic recovery and social cohesion related outputs in the target regions;
✓ Develop a work plan for the following six months, planning relevant steps to implement the expected outputs, in line with the project document;
✓ In coordination with the CR, represent COSV interest and approaches in sectorial meetings, conferences, workshops and other relevant stakeholders;
