About the role
The M&E Adviser will assume overall responsibility for program level monitoring and evaluation (M&E) on the Australian Middle East NGO Cooperation Agreement (AMENCA) program. This includes providing annual progress reports on results from the M&E framework, participating in the AMENCA Technical and Program Advisory Group (TPAG), and making recommendations on program improvement. Additional responsibilities will include: collaborating with NGO consortia to identify M&E learning needs; building consortia capacity; conducting monitoring visits to verify data collection and impact, and identify opportunities to strengthen program implementation; and providing overall quality assurance.
About the program
AMENCA is an Australian aid program in the Palestinian Territories (PTs). Phase 3 of the program (AMENCA 3) began in November 2015. It funds Australian Non-Government Organisation (ANGO) - led consortia to support Palestinian farming communities to engage sustainably and profitably in the commercial agricultural market. The program includes a small Technical Support Team of advisors whose role is to help strategically align the consortia's approaches, identify and action opportunities for synergies and collaboration, provide technical guidance, and monitor and evaluate the program.
Location: Home based and Palestinian Territories
Reporting to: Technical Support Team (TST) Team Leader
Starting date: Late January 2017
Days per year: Approximately 70 days per year until December 2018
Remuneration As an internationally recruited position, the position is classified as an Aid Adviser Remuneration Framework (ARF), Short Term Adviser Daily Rate Tables.
