Position: Deputy Finance Manager (DFM) – Turkish Nationality

Relief International is registered NGO in Turkey and is based in Gaziantep to build capacities of Syrian communities to respond their needs in health, water, sanitation and hygiene (WASH), and education. Relief International is currently seeking candidates to be employed as Deputy Finance Manager in Gaziantep as soon as possible.
Position Summary:
Under the direct supervision of the Country Finance Manager (CFM), the primary responsibility of the Deputy Finance Manager (DFM) is to maintain and adhere to RI financial policies and procedures including the donor regulations and guidelines to ensure that the Finance department functions in an efficient and well-organised manner. DFM will ensure preparation of accurate and timely monthly reports and supervision of day-to day financial operations to support the Country Finance Manager. DFM will be the focal point for compliance with the Turkish accountancy, tax and SGK legislation and the regulations for the foreign Associations in Turkey. The role will also provide essential support and backstopping to HR, Logistics and Program departments, as well as knowledge-sharing and capacity-building of other team-members.
Position Duties and Responsibilities:
Supervision on day to day finance operations and accounting matters:
- Control the vouchers comply with the donor regulations and RI policies.
- Verify purchase, advance and payment requests, and expense reports; and process invoices.
- Supervise finance assistants entering cash or bank journals, and perform daily cash management and cash count
- Follow up on and arrange for a/c receivables and payables
- Lead and supervise the process of month closing reports process, and reconciliations of accounts.
- Ensure all transactions are properly posted into the accounting software (Quickbooks) and and allocated to the projects correctly
- Supervise Turkish bookkeeping and make sure that RI internal accounting is properly comply with Turkish system
Liaise with the Turkish authorities (Governorate, Associations Desk, MoI, SGK, Tax Administration etc), certified accountants and other relevant parties in finance matters to make sure RI Turkey operations are compliant with the Turkish legislations
Lead the process of Payroll financial part and ensure collaboration with HR department
Liaise with the banks
Liaise with external accountant and ensures all internal and external reports are reconciled on regular basis
Prepare for possible audits and cooperate with the internal and external auditors with support of the CFM and relevant departments.
Assistance to CFM with the preparation of the award Budget Pipelines, Budget vs. Actual reports, and Cash Flow Projection
Assist in improving filing and tracking systems in place and support functioning of the global server filing system for internal controlling.
Ensure cooperation with Program and Logistic Department on cross cutting issues.
Contribute to capacity building and sharing of knowledge within finance department. Also maintain responsibility for transparency and accountability and implementation of policies and guidelines including donors’.
Possible field visits for the project in Turkey to follow-up financial procedures in the community centres.
In periods that the CFM is absent, act as senior finance focal point for the RI Turkey program
Performs any other tasks as requested by the Finance Manager.
As this is an Emergency Response programme, at times there will be the requirement to work additional hours and perform other tasks not detailed in this job description
Qualifications & Requirements:
- Professional background: minimum 5 years of experience in Finance sector
- Formal Education: Educated to Bachelor’s level in related field such as Accounting, Finance, Business Administration, or other educational background combined with relevant professional experience.
Essential skills:
- Native Turkish speaker, fluent in English.
- Proficiency in Microsoft Office package, especially Excel and Word
- Experience of working with multiple stakeholders, including local government and taxation authorities
- Strong communication, interpersonal and analytical skills
- Previous experience in an international INGO
- Previous experience in Management
Desired skills:
- CPA
- Previous QuickBooks experience
- Arabic speaker
