I.PURPOSE OF THE ASSIGNMENT

The purpose of this assignment is to develop a standardized model to deliver community based child protection programmes in UNICEF supported centers, with a focus on psychosocial support, case management and outreach programmes.

For this purpose, the Consultant is expected to carry out the following main duties:

  • In consultation with partner organizations, develop the key standard operating procedures and guidelines that support the daily operational aspects of the Child and Family Support Centers (CFSC), looking at opening hours, required human resources (organigrams) and job descriptions, the series of services delivered, etc., to ensure the transparency, predictability, sustainability and harmonization of CFSCs across host communities.

  • Carry out an assessment of UNICEF community based child protection programmes that are delivered at the CFSC, highlighting good practices as well as gaps and challenges, with a focus on the psychosocial support programme, models that are used for early identification, case management and referral procedures, the e-voucher and in-kind assistance and the outreach programme. Based on the findings, develop a CFSC model, which specifies the set of programmes, human resources, services and minimum standards that are required to effectively deliver for girls and boys in need of protection.

  • In consultation with CFSC staff, carry out a review of referral pathways and develop referral flow charts that are contextualized and provide in-service capacity building to maximize the efficiency of external referrals.

  • In consultation with UNICEF technical staff and the partner organization, review the set of tools used for data gathering, evaluation of the impact of programmes and services, monitoring and reporting, and tailor these tools for purposes of transparency and quality assurance.

  • Develop a training manual with key modules for training the technical staff based in the centers and the outreach teams.

  • Deliver a series of trainings for technical staff on the implementation of the model and tools for monitoring and reporting and provide in-service support and continued capacity building to staff. Based on the needs of staff, identify a minimum package of trainings that are required to enhance staff capacity in child protection programming and delivery of services.
