Turkey: Monitoring and Evaluation/Reporting Officer

Job Description

The National Democratic Institute for International Affairs (NDI) is seeking to hire a Monitoring and Evaluation/Reporting (M&E) Officer to assist its programs conducted in Syria. The Officer will be based in Gaziantep, Turkey and help in reporting program activities and monitoring program impact. He/she will use data management skills and analysis to track and document the achievement of target results and objectives, and conduct analysis of recorded accomplishments, helping NDI track and determine impacts of its programs conducted in Syria. The Officer will be supervised by the Institute’s Senior Resident Representative for Syria and will work in close cooperation with Gaziantep and Washington, D.C. based staff.

This position is available immediately.

Required Skills

● Develop performance monitoring plans and work plans in consultation and cooperation with the senior resident representative and other senior staff;

● Develop indicators of success and methods of measurement in consultation and cooperation with the senior resident representative and other senior staff and conduct baseline assessments based on the project’s objectives for all active projects carried by NDI;

● Use already developed tools for collecting information necessary to monitor and evaluate program activities such as surveys, interviews and focus groups; identify relevant secondary sources of information; Conduct analysis of collected data and prepare adequate reports;

● Collect data on program results and impact, report back the findings to senior resident representative and senior staff and, based on this information and instructions received from senior staff, prepare and submit regular reports in accordance with internal and external reporting requirements;

● Assist program staff in identifying and highlighting achievements of stated objectives and outcomes;

● Develop informed consent protocols for data collection tools; and

● Design a data security plan for storage, access, and sharing of data.

Required Experience

● Undergraduate degree in a field of study related to international development; graduate degree in political science, international relations, public policy, law, or related field preferred;

● A minimum of three (3) years of experience working in the field of democracy and governance or international development, with experience in performance monitoring and evaluation required;

● Experience in results-oriented program design, strategic planning, and program evaluation;

● Experience with and /or knowledge of M&E systems and guidelines/frameworks of large State Department, DFID/FCO or USAID-funded international development programs preferred;

● Experience with designing and employing evaluation tools and methods such as surveys, interviews, focus groups, and research from secondary sources;

● Proven capacity to meet program goals while managing administrative, and security responsibilities;

● Superior oral and written communications skills to effectively present information in a clear and persuasive manner in English and Arabic language; knowledge of Turkish a plus;

● Exceptional analytical skills for interpreting complex program and political issues;

● Experience in implementing large State Department, DFID/FCO or USAID funded international development programs strongly preferred; and

● Working knowledge of PC-based word processing and spreadsheet applications.
