BACKGROUND

International Medical Corps is a global, humanitarian, nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs.

Job Summary

The MHPSS Coordinator will be responsible for the development, implementation, monitoring, and coordination of the overall MHPSS programming portfolio. S/he will lead the coordination between MHPSS teams and sub-sectors, as well as coordinating and integrating MHPSS with other departments/sectors.

Main activities within MHPSS programming entail mental health case management services, including provision of psychosocial support and psychiatric care, as well as support and psycho education in group and community-based settings.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Program Management

· Provide technical and programmatic support to mental health and psychosocial program managers; provide guidance on planning, implementation, monitoring, evaluation, and reporting of MHPSS activities in different sites.

· Conduct routine project needs assessments and program reviews to ensure successful implementation and donor compliance

· Manage the MHPSS department, including field teams, ensuring there is adequate cover during periods of absence, training needs are met and performance evaluated.

· Monitor the strategy and mechanisms to integrate mental health and psychosocial support into IMC programs, in line with IASC Guidelines on Mental Health and Psychosocial Support in Emergencies.

· Ensure close coordination between the MHPSS department, and other departments/sectors especially health, physical rehabilitation and protection. Participate and represent the MHPSS program in regular staff meetings, meetings with donors, regional meetings …etc.

· Review and manage M&E systems for MHPSS programming, in collaboration with MEAL team, including the oversight and development of M+E tools and methodology, management of reporting mechanisms and information flow, and analysis of program data and impact.

· Identify program gaps, areas of growth, and strategies and support in adapting program design to effectively meet beneficiary needs, the changing context, and other factors.

· Lead and participate in regular strategy and program planning workshops for MHPSS and the overall organization, including for grant opening, mid-term review, and grant closing.

· Manage development and monitoring of program spending plans, work plans, M&E plans, and procurement and staffing plans to ensure progress against targets and spending by budget.

· Be responsible for ensuring management of resources for fulfillment of program deliverables and commitments for objectives/indicators and accountability to donor requirements.

· Oversee accountability system, including incorporation of feedback mechanisms for staff and beneficiaries, into program.

· Take a lead in MHPSS program development and proposal writing.

· Assess the capacity of the national staff on an ongoing basis, and advance the capacity building plan in line with the country program’s strategic objectives.

· Involvement in performance appraisal of national and expatriate MHPSS staff.

External Coordination

· Represent International Medical Corps at relevant coordination meetings (Clusters, UNHCR, WHO, etc.), including active engagement in MHPSS coordination groups.

· In coordination with other partners, work to improve interagency coordination, sharing of information, and promote MHPSS guidelines, best practices and MHPSS reference group endorsed materials and resources. This includes planning joint assessments, mapping, and response strategies.

· Liaising and Collaborate with existing government structures and local authorities organizing MHPSS activities and advocating for collaboration on local MHPSS initiatives.

· Wherever possible, identify or work with suitable local partner organizations and institutions for joint MHPSS initiatives.

· Identify and where appropriate collaborate with existing formal and informal community leaders and service providers for awareness raising and advocacy initiatives.

Reporting

  • The MHPSS Coordinator reports directly to the Program Director, and receives technical support from regional and global MHPSS advisors.
  • Evaluate the existing methodology for systematic data collection for reports.
  • Take the lead in compiling MHPSS reports for the periodical donor reports, including review of data against MHPSS indicators for each grant.

As applicable to the position, maintains a clear understanding of International Medical Corps’ and donor compliance and ethics standards and adheres to those standards. Conducts work with the highest level of integrity. Communicates these values to staff and to partners and requires them to adhere to these values.

QUALIFICATIONS

  • The qualified candidate will be a mental health professional with MA/S or equivalent in social science – psychology, clinical social work or sociology – with knowledge of human rights, international development, public health or other relevant field;
  • Knowledgeable in and has used the IASC MHPSS guidelines and best practices as part of their previous work experience.
  • Minimum of 5 years (of which at least 3 in the field) of progressively responsible professional experience in humanitarian work, and substantial experience in MHPSS, including in emergencies and in conflict settings.
  • Demonstrable technical expertise in the assessment of, and design and delivery of responses to pre-existing and emergency induced MHPSS needs.
  • Training experience required; capacity and proven track record in national staff and partner training, including capacity building of the national counterparts to management level;
  • Experience participating in MHPSS coordination mechanisms/working groups; experience co-chairing a coordination group a plus
  • Knowledge of MHPSS Case Management and Integration of MH into PHC approaches.
  • Experience in working in the Middle East is a plus.
  • Strong organizational and supervisory skills
  • Strong interpersonal skills and the ability to work within different cultural environments
  • Ability to work within a team structure or in isolation, flexible, and can cope with stressful workloads and working with limited resources
  • Ability to travel on short notice to project sites
  • English language proficiency is required; Arabic language proficiency is a plus.
