Turkey: Migration Programme Manager

We are looking for a highly motivated and qualified individual to have overall responsibility to support and strengthen DRC Mixed Migration programme in Turkey by increasing protection services, analysis, research and advocacy initiatives around migratory flows in Turkey.

Who are we?

Danish Refugee Council (DRC) is an International non-governmental organisation, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people worldwide. DRC has been operating in Turkey since early 2013, working with by and large with non-camp Syrian refugees and affected host communities.

About the job

The Mixed Migration programme (MMP) promotes action, research, data sharing and analysis and advocacy on mixed migration, in an effort to highlight mixed migration patterns and trends both within and through Turkey focussing on the dynamics, complexity and opportunities of mixed migration. It functions as a hub offering qualitative research through a protection and mixed migration lens and providing quality information on and to migrants in Turkey, in and outside detention. The programme is implemented in collaboration with Turkish partner organizations specialized in refugee service provision and aims at sharing knowledge and raising awareness among humanitarian community, academic institutions, think tanks, policy makers and duty bearers.

The Migration PM reports to DRC Head of Programs and is responsible for the overall strategy and implementation of the MMP, including coordination with DRC regional initiatives and maintaining activities and deliverables as defined in the programme. Anticipated outputs and activities of the programme may include major research reports, maps, scenario building, longitudinal trend analysis, provision of information to migrants, roundtable meetings and conferences and participation in major policy and humanitarian forums.

Duties and Responsibilities:

PROGRAMME STRATEGY AND DEVELOPMENT

  • Ensure that his/her programme is well designed and in line with the national programme strategy and that its implementation is compliant with donor contracts and DRC procedures and Programme Handbook’ quality standards.
  • Responsible for developing and updating a MM sector strategy in accordance with DRC overall Turkey strategy, as well as developing and implementing it through a programme and its projects.
  • Identify gaps in the approach to MM in Turkey with a view to generating ideas for future projects.
  • Develop concept notes and/or proposals in close cooperation with the Head of Programs.
  • Ensure strong coordination and integration with other DRC programmes and in particular with protection monitoring and legal protection activities.

  • PROGRAMME OVERSIGHT AND IMPLEMENTATION

  • Responsible for programme quality: Evaluation, review and quality control of the programme in line with DRC Programme Handbook’s standards Direct and manage the MM team in Turkey.

  • Develop work plans for the MM team, to be submitted to the Head of Programs

  • Oversee programme implementation at all field locations through regular field visits, monitor and report all programme issues to HOP and HoO. Provide advice to plan the activities of the programme and monitor progress in achieving results at the output, outcome and impact levels

  • Budget management, including planning, monitoring and forecasting of expenditures on monthly basis.

  • Ensure coordination, cohesion and integration between different programmes, through regular exchanges with other PMs and proper information sharing with PMs and national staff.

TECHNICAL SUPPORT

  • Provision of technical support in linking DRC Turkey MMP to relevant protection standards, mainstreaming and providing technical support and training.
  • Ensure that a common strategy, approach and tools are implemented for all MM components across DRC’s multi-sectorial programs in Turkey.
  • Stay abreast of research, studies and evaluations in his/her area of expertise and share relevant information with DRC staff and partners.
  • Maintain open dialogue with government and relevant stakeholders.

INFORMATION MANAGEMENT & RESEARCH

  • Oversee the analysis and dissemination of MM data, strategies, reports, policies and legislation, and production and dissemination of quality reports.
  • Facilitate the establishment and maintenance of a MM knowledge platform, to make information and analysis available to DRC staff.
  • Coordinate and manage research initiatives on areas of relevance and interest, in agreement with HoP and position DRC MM programme as leading actor in the country.

COORDINATION AND REPRESENTATION

  • Representation of DRC and active participation in the relevant sub-sectors/working groups, donors, UN agencies etc.
  • Close co-ordination in project implementation with Turkish partner NGOs, including referrals, gap analysis and advocacy initiatives.
  • Foster conversation and collaboration with other migration research hubs and MENA-based initiatives to ensure complementarity of research and coverage.

BUDGETING

  • Coordinate with HoFA, HoL and HoO to ensure that budgets are designed in accordance with programme needs and in a comprehensive manner.
  • Input to budget monitoring tools (BFU and project forecast) and procurement plans, ensure programme staff are trained and capable to handle their budget according to the project document.

REPORTING

  • Be responsible for reporting on the monthly MM activities and issues in Turkey
  • Planning, monitoring and reporting on the MM activities in Turkey and migration trends across the MENA region affecting Turkey.
  • Ensure that monitoring and evaluation systems are in place for all MM activities, in coordination with M&E Department.
  • Ensure the delivery of Monthly Partnership Summary Report
  • Ensure strategic and technical oversight during the drafting process of identified research papers and any other written material produced under MM programme.

TEAM MANAGEMENT

  • Technical supervision of programme staff. Oversee the development of objectives and work plans for the programme. Ensure that work priorities are defined on a monthly basis, that staff has relevant monthly work plans and job descriptions and that performance reviews take place (in coordination with the HoO).
  • Identify programme staff needs, develop Job Descriptions and take the lead in recruitment of those positions.
  • Responsible for developing the expertise and technical capacities of the programme staff, to ensure effective leadership, ownership and sustainability of project. Support knowledge sharing on best practices and lessons learnt among staff.
  • Develop and critically implement a capacity building plan, facilitate training sessions for technical staff as required, based on clearly identified priorities and needs duly communicated to HR department.

About you

To be successful in this role you must have:

  • Advanced university degree in political science, international relations, refugee law, public international law, migration, Middle East studies or related field
  • Management and/or coordination experience
  • Excellent human rights/protection knowledge and solid knowledge of international refugee laws and standards;
  • Have a clear understanding of the regional mixed migration dynamics in the Middle East and Europe;
  • Strong analytical and writing skills in English is essential; good command of one of the following languages is a strong added advantage: Arabic, Turkish
  • Computer literate

Desirable qualifications

  • Previous DRC experience and strong understanding of protection principles and likely protection concerns arising in the MENA context as well as conflict sensitivity.
  • Experience with immigration detention.
  • Demonstrated training and facilitation experience.
  • Proven experience in leading and conducting research will be a strong advantage.
  • Field protection experience in MENA countries or Turkey is an added advantage.
  • Preferably, similar working experience within an INGO.

We offer

DRC will offer the successful applicants, a twelve months contract, and renewable dependent on both funding and performance. You must be available to start work as soon as possible.
