ROLE PURPOSE:

Provide high-level technical assistance to MHPSS programme staff with technical support from the Regional MHPSS Specialist, lead the setting up and delivery of Turkey MHPSS programs for adolescents in Adolescent Friendly Centers (AFC) in Hatay, and contribute to high quality of proposals and reporting.

KEY AREAS OF ACCOUNTABILITY:

· Ensure that MHPSS activities have sufficient resources and expertise at hand to build capacity, monitor, quality-assure, capture evidence and learning, and develop further in their ability to provide quality and needs-based MHPSS interventions.

· Be a focal point for SC Turkey Programme for MHPSS related activities and represent SCI in relevant groups and fora, including relevant donor meetings as required.

· Supervise and support to the MHPSS officers in the project sites in the planning, implementation and monitoring of PSS activities that may include: recreational and psychosocial activities, individual support to vulnerable children, training.

· Organize regular meetings with the MHPSS teams in each AFC, provide technical supervision to MHPSS officers that provide 1-1 counselling to beneficiaries.

· Lead the continuous assessment of MHPSS needs of adolescents and ensure that these are appropriately reflected in Turkey programme strategy and proposals.

· Support regular participatory activities with different groups of adolescents to identify issues affecting children in their communities, and assist the teams to develop appropriate responses;

· Identify training needs of the MHPSS team and assist the develop training modules and awareness raising activities for staff, volunteers, key community members and partners’ staff on various topics;

· Lead the scale up of the PSS programme including assessment of new areas, recruitment of human resources and identification of community volunteers;

· Set-up of safe mechanisms for responding to the needs of vulnerable children at individual level;

· Invest in building positive relationships with the communities and raising awareness of our work;

· Work with cultural sensitivity and respect the dignity of refugees and members of the host communities at all times

· Coordinate the designing of adolescent and family assessments and psychometrics tools and supervise their administration.

· Ensure that the implementation of the monthly action plan for the main PSS activities

· Technically supervise and support project’s field staff on providing basic psychosocial support for children through material review and approval, trainings, and on site observation and debriefing sessions.

· Coordinate the implementation of group awareness sessions with adolescents and youth attending to AFCs or referred from outreach workers and case management officers.

· Ensure that the PSS activities such as HEART and Youth Resilience Programme are implemented

· Assist Save the Children in developing and documenting a replicable psychosocial model

· Assist Save the Children in rolling out MHPSS Monitoring & Evaluation tools (such as the Strengths and Difficulties Questionnaire)

· Support MHPSS team to identify severe cases to be referred to psychological/psychiatric service providers

· Help in the capacity building of SC Staff across the humanitarian program.

· Perform other functions relative to Child Protection activities and initiatives that may be assigned by the direct supervisor.

· Ensure full compliance of Child Safeguarding Policy at field level and especially with SC engaged personnel.

· Respond to all Child Safeguarding Policy concerns expressed or discovered appropriately and effectively.

· Support Curriculum Consultant and ensure that the curriculum is well-implemented in AFS

Monitoring, Evaluation and Accountability

· Work with the Regional MHPSS Specialist and MEAL team to develop M&E and indicator tracking plans for all grants, inputting into the development of additional M&E tools as necessary to monitor project progress

· With the Regional MHPSS Specialist and MEAL team, ensure appropriate, timely and accurate data collection at all PSS staffing levels against agreed indicators to enable both internal and external reporting

· Work with the Regional MHPSS Specialist and MEAL team to identify and incorporate project suitable accountability mechanisms.

Staff Management, Mentorship, and Development

· Ensure appropriate staffing within the operations component of the project team, within budget parameters.

· In consultation with the Director of Programme Implementation, ensure all project staff understand and are able to perform their roles, identifying areas of development as noted earlier.

· In coordination with the Director of Programme Implementation, establish performance management of all project staff through effective use of the Performance Management System including the establishment of clear, measureable objectives, on-going feedback, periodic reviews and fair and unbiased evaluations.

QUALIFICATIONS AND EXPERIENCE AND ATTRIBUTES:

Required:

· Advanced degree in psychology, mental health or other relevant field

· Minimum 5 years of experience in MHPSS field

· Sound knowledge of protection in humanitarian aid context

· Proven capacity to supervise, and coach staff in child protection technical skills and project management

· experience of designing and managing major donor projects and understanding of donor compliance

· Ability to analyze information, evaluate options, and think and plan strategically

· Highly developed interpersonal and communication skills including team leading and influencing.

· Experience in capacity building and training of local communities, and protectıon stakeholders regarding education programming

· Ability to write clear and well-argued assessment and project reports

· Excellent written and oral communication skills English

· Excellent written and oral communication skills in Turkish

· Comfortable with high levels of ambiguity and able to take decisions independently in fluid context.

· Commitment to Save the Children values and Child Safeguarding.

Desired:

· Language skills in Arabic and/or Kurdish

· Previous experience of managing a community center or similar

· Experience in representing an organisation in the coordination mechanism in emergency contexts.

· Experience in working with Syrian refugees
