Humanitarian situation and needs
Since 1967, occupation and political stagnation have directly affected the socio-economic situation of the Palestinian population in the West Bank. The movement restrictions policy are severely limiting Palestinians’ access to essential services and markets, and leading to serious and negative impact upon all aspects of their lives, and mainly their livelihoods.
Consequently the humanitarian needs in oPt have not fundamentally changed for the last decade. Protection threats related to ISF and settlers’ violence, limited access to essential services and entrenched levels of food insecurity continue to characterize the day-to-day lives of many Palestinians. Communities in Area C of the West Bank came under increasing pressure rise in demolitions, increase of settler violence, no easing on movement restrictions and no progress on the planning and zoning regime. Bedouin and herder communities in particular were affected.
Our action in the field
PUI is present in the Occupied Palestinian Territory (oPt) since 2002 right after the second intifada. PUI has mainly conducted an emergency economic recovery program through the distribution of emergency kits, professional kits, economic recovery activities, rehabilitation of agricultural lands. In 2009, PUI has also developed a program aiming at easing the access to potable water and sanitation facilities.
Since 2002, PUI has mainly focused its programs on the northern West Bank, in isolated villages or communities, especially in the districts adjoining the wall of separation, or those with the highest concentration of settlements. Since 2009, following the military operation « Cast Lead », PUI has also expanded its intervention in the Gaza Strip.
PUI has defined the following strategic priorities according to the needs and the scenarios of evolution foreseen:
HUMANITARIAN AID PROGRAM – protection and livelihood-based
- West Bank
Characterized by a strong protection mainstream, PUI is part of the “West Bank Protection Consortium against forcible transfer” led by NRC and in partnership with 3 other INGOs (ACF, ACTED, GVC). This program aims at providing humanitarian support to populations of the WB impacted by Israeli violations of IHL/HR. This program is an integrated protection program which includes responses to demolitions in Area C, responses to settler violence and settlement expansion, material assistance to build resilience of the most vulnerable communities, community empowerment, and advocacy to national and international bodies.
- Gaza Strip
PUI has been active during the last three conflicts in Gaza by providing assistance (NFIs) during and after conflict. PUI’s work takes place mainly in the communities located nearby the Access Restricted Area of the Gaza Strip where 35% of the farming land is located and is very difficult to access given the restrictions imposed by Israel.
In addition to this, PUI also provides support to women CBOs, farmers in order to improve their resilience and capacity to re-start an economic activity following the recent wars.

Women Socio-Economic Empowerment: to improve the participation of women in the formal labour market and eliminate discrimination against women through notably the creation of small businesses run by women.

As part of our activities in the Occupied Palestinian Territories, we are looking for a Consortium Data Analyst.
PUI oPt has been working on protection programs for a few years and has accumulated a lot of operational experience overtime and has positioned itself within the international community as a key player in this field. Since 2015, PUI is part of a consortium of 5 INGOs working against forcible transfer in the West Bank. Each agency contributes in a different way towards the consortium integrated protection approach. The Consortium generates a lot of information either collectively or at agency level. Such information can be policy papers, assessments, reports, fact sheets, maps, databases, statistics, etc. By the time the Data Analyst (DA) is in place, the Consortium will have started centralizing this information on one central server for the Consortium (the Consortium’s Information Management System, IMS).
The Data Analyst is a newly created position within PUI and will serve all 5 Consortium partners in an equal manner.
By creating this position, Consortium partners aims at strengthening their analytical capacity and deliverables. Indeed, in close collaboration with the partners, the Consortium Secretariat (CS), the Consortium Management Unit (CMU) and the Consortium Advocacy Working Group (AWG), the DA will be asked to look at the information generated by agencies individually and/or collectively in order to determine how to best shape this information in a way that is useful to all.
The DA will work under the supervision of PUI’s Deputy Head of Mission for line management and under the Consortium Technical Coordinator for technical management. The latter will relay requests by other working groups for technical support from DA.
- Ensuring that an efficient IMS is in place and properly running at consortium level, which allows for further processing and analysis of data
- Working with each key group of the Consortium (AWG, CMU, CS and Steering Committee) to identify, extract and formalize the information they need from the existing data
- Contributing to the Consortium strategic thinking notably by substantiating relevant information in close collaboration with Consortium Technical Coordinator (CTC)
- Engaging with external stakeholders generating data such as OCHA, Clusters, etc.
- Supporting partners willing to produce analytical maps/reports for advocacy and representation purpose (i.e. not maps related directly to interventions such as fact sheet or community profiling)
- Coordinating the work of the M&E unit of the consortium

Training and Experiences
Formation:
- Degree in Information Technology or Statistics, and a background in social and human sciences.

Proposed Terms
Employed with a Fixed-Term Contract – 9 mois
Starting date: March 2017
Monthly gross Salary: from 2 200 up to 2530 Euros depending on the experience in International Solidarity + 50€ per semester seniority with PUI.
