CONSULTANCY - TERMS OF REFERENCE

UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is funded almost entirely by voluntary contributions.

Consultancy –Mental Health Psychosocial Support Monitoring and Evaluation

BACKGROUND

UNRWA Community Mental Health Programme (CMHP) is seeking a Mental Health Psychosocial Support Monitoring and Evaluation Consultant to review and update its monitoring and reporting system. The consultant will work closely with the CMHP manager and staff to review programmatic indicators, revise collection tools, and align the existing database to facilitate effective analysis, interpretation and communication of information in a way that promotes informed decision-making for on-going and future programmatic activity.

Description of Duties and Responsibilities

· Review and revision of programmatic indicators to ensure these are consistent with recent programmatic reforms;

· Development of an Indicator Tracking Sheet with operationally defined indicators;

· Review and integration of data collection tools within the daily practice of counsellors;

· Review and revision of the existing database and data elements, with a focus on programme outcome-level indicators;

· Development of a quarterly results management review process to facilitate monitoring, decision-making and planning processes.

minimum Qualifications and Experience

● An advanced university degree from an accredited educational institution in a relevant field;

● A minimum of six years of relevant professional experience in monitoring and evaluating MHPSS projects in humanitarian settings;

● Fluency in spoken and written English.

COMPETENCIES

· Demonstrable technical expertise in designing, implementing, and overseeing monitoring and reporting tasks;

· Knowledge and experience in designing information management tools and databases;

· Knowledge and experience working with MHPSS-specific outcome measures;

· Training experience in building monitoring and reporting skills of colleagues and programme staff;

· Strong interpersonal and organizational skills, ability to work within different cultural environments and teams.

dESIRABLE QUALIFICATIONS

● Previous experience with UNRWA or other UN Agencies;

● Fluency in spoken and written Arabic;

● Previous experience working in the Middle East.

CONDITIONS OF SERVICE

· The duration of the consultancy is up to 2 months;

· The expected start date will be 1 February, 2017;

· The consultant will conduct an initial desk review of CMHP programmatic interventions as well as existing monitoring and reporting tools;

· It is expected that the consultant spend at least two weeks in Gaza for consultation purposes;

· The final report with recommendations may be submitted following the Gaza consultation period but prior to the end of the consultant’s contract;

· Remuneration for this consultancy will depend on the qualifications and experience of the candidate.
