Purpose of the Assignment

To review the inter-agency Child Protection and gender based violence case management Standard Operating Procedures (SOPs) and enhance the capacity of professionals on its use.

Duration of the consultancy assignment: 35 working days ( 01 February - 21 March 2017)

Duty Station : Remotely, with travel to Gaza for the orientation, workshop and training.

Assignments:

The specific tasks

The assignment aims at finalizing the Standard Operating Procedures produced by NRC, taking on board feedback received from the inter-ministerial committee, while ensuring that the document is reader friendly. Once this is done, a shortened version of the SOPs will be produced. Capacity building of relevant ministries and the child protection working group members on the reviewed SOPs will be conducted. Specific outputs include:

  • Review the English version of the inter-agency standard operating procedures for gender based violence and child protection case management and referral in Gaza, in light of the inter-ministerial committee feedback given to UNICEF.
  • Ensure Arabic version of the SOPs is in line with the revised English version.
  • Produce a shortened version of the SOPs reflecting key issues and topics as well as referral pathways in English and Arabic.
  • Provide one day orientation to the inter-ministerial committee on the reviewed SOPs, outlining overview of the contents and changes made.
  • Develop one day TOT training package on the SOPs and deliver to 2 groups representing members of the Child Protection Working Group and Gender Based Violence Working Group and one group of professionals from line ministries.
  • Major Tasks to be accomplished:

    OUTPUT 1: Review the English version of the inter-agency standard operating procedures for gender based violence and child protection case management and referral in Gaza, in light of the inter-ministerial committee feedback given to UNICEF.

    The consultant will be required to review the English version of the case management SOPs, taking on board the feedback received from the inter-ministerial committee lead by the Ministry of Education. The consultant will be provided with the feedback to address issues/concerns raised, hence facilitating the endorsement of the SOPs by line ministries concerned.

    OUTPUT 2: Ensure Arabic version of the SOPs is in line with the revised English version.

    Once the SOPs in English are reviewed, the changes will need to be reflected onto the Arabic version of the SOPs. This is the copy that will be shared with the ministries for their review for endorsement.

    OUTPUT 3: Produce a shortened version of the SOPs reflecting key issues and topics as well as referral pathways in English and Arabic.

    Once the SOPs are finalized, a shortened version will need to be produced. The specifications and the outline of the brief version will be discussed and agreed upon with UNICEF during the course of the consultancy.

    OUTPUT 4: Provide one day orientation to the inter-ministerial committee on the reviewed SOPs, outlining contents and changes made.

    The consultant will be required to provide a one day orientation workshop on the reviewed SOP to the representatives from the various line ministries in Gaza to ensure their understanding of the SOPs and the changes introduced. The workshop will facilitate ministries approval of the reviewed SOPs, paving the way for their endorsement.

    OUTPUT 5: Develop one day TOT training package on the SOPs and deliver to 2 groups representing members of the Child Protection Working Group and Gender Based Violence Working Group and one group of professionals from line ministries.

    To ensure that members of concerned working groups are fully aware of the reviewed version of the SOPs, a one day TOT training will be delivered to 25 NGO representatives from the Child protection working group and 25 members of the gender based violence working group. One day training will also be provided to the technical staff working within line ministries, aiming to build their capacities to train their fellow workers on the SOPs.

    Qualifications of Successful Candidate

    Education

    Advanced university degree (Master's Degree or equivalent) in child protection, social work, social science, or other related fields.*

    *A first level university degree in combination with qualifying 10 years of experience may be accepted in lieu of the advanced university degree.

    Years of relevant experience

  • At least 6 years progressively responsible humanitarian response work experience with UN and/or NGO, including child protection programme management and/or coordination in the first phase of a major emergency response
  • Relevant skills and competencies

  • Knowledge of principles and approaches to Child Protection Programming in humanitarian situations, in particular case management.
  • Ability to identify and articulate child protection concerns and link identified issues with response strategies.
  • Working knowledge of the IASC Humanitarian Cluster System, and particularly with the Child Protection Working Group and Protection Cluster.
  • Familiarity with the Child Protection AoR.
  • Experience in developing and delivering training packages
  • Language skills

  • Fluent in English and Arabic
