Background:

The Syria crisis will soon be entering its fifth year with no signs of a resolution. Since the unrest in Syria, the influx of Syrian nationals into Turkey has been increasing, while the situation in Syria continues to deteriorate. Approximately 12.2 million Syrians are in need of humanitarian assistance inside Syria, nearly 4 million refugees have fled to neighboring countries and 1.6 million inside Turkey. UNFPA Country Office has been expanding its support for promoting Reproductive Health (RH) services through Minimum Initial Service Package (MISP) and implementing Prevention and Response GBV programs. The United Nations Security Council Resolution 2165 has asked the UN Humanitarian agencies to provide humanitarian support to inside Syria from the neighboring countries, including Turkey.

To support cross border programmes into Syria from Turkey, UNFPA has established a humanitarian operation field office in Gaziantep, Turkey. UNFPA established women and girl’s safe spaces, is supporting hospitals, is regularly delivery RH and dignity kits, and provides regular training on RH and GBV. UNFPA leads the GBV sub-cluster, under the Protection Cluster, and the RH sub-group under the Health Cluster. The GBV sub-cluster and the health cluster are collaborating on a strategy to strengthen GBV service provision within the clinical environment. Furthermore UNFPA is supporting the development of GBV SOPs within the framework on the GBV sub-cluster. Programmes are planned to significantly increase in the coming months.

Purpose:

The Programme Associate, under the direct supervision of the Humanitarian RH Advisor supports the design, planning and management of UNFPA’s humanitarian cross-border programme by providing and managing data inputs, providing logistical support, monitoring project implementation and following up on recommendations. Notability the Programme Associate will support the GBV and RH Advisors to follow up with partners to ensure timely and high quality reporting. He/she will also support with translation of documents, and when necessary during meetings. The Programme Associate applies established systems and procedures and assists in the creation of substantive knowledge by compiling, synthesizing and analyzing information relevant to population and development, reproductive health and GBV issues.

Expected Results/Description of Responsibilities:

Supports the RH and GBV Programme Advisors to liaise with cross-border humanitarian partners (Syrian and international) and review implementation of their projects, and compliance with Annual Work Plans, and well as supporting with the drafting of work plans.

· Compiles and analyses information on RH and GBV, particularly by compiling data received by cross-border humanitarian partners (Syrian and international) and follows up on timely and high quality reporting.

· Supports implementation of cross-border humanitarian programme and coordination by translating or checking documents Arabic to English and vice versa. Supports translations during trainings and meetings.

· Contributes to creation and sharing of knowledge by synthesizing and documenting findings and lessons learned, success stories and best practices, strategies and approaches of the cross-border humanitarian programme, and drafting relevant materials for dissemination.

· Provides logistical support to the cross-border humanitarian programme by supporting the organization of meetings and other project related workshops and events.

· Follows up on design and layout of materials and ensures high quality publications and IEC materials in Arabic and English in collaboration with the programme and coordination systems.

· Back ups staff of the Humanitarian Turkey Programme when necessary.

· Other duties as needed and agreed with the team.

Job Requirements:

Education:

First level university degree

Knowledge and Experience:

· Minimum of 4 years of relevant experience in programme/project implementation

· Experience in Monitoring and Evaluation and reporting

· Experience in organizing events

· Experience in developing IEC materials is an asset

· Experience in humanitarian programmes is an asset

· Technical knowledge of Reproductive Health or Gender Based Violence is an asset

· Proficiency in current office software applications and corporate IT systems

Reporting:

Under the direct supervision of the RH Advisor, the Programme Associate maintains collaborative relationships with all programme and project staff in the project office and country office. Internal contacts include the Assistant Representative, the Programme Experts and the CO’s administrative management team. The Programme Associate will also regularly communicate with partners in close coordination with the GBV and RH Programme Advisors.

Duration and location of the assignment and remuneration:

The duration of the assignment will be for six months between 1 September 2015 and 28 February 2016. Monthly remuneration of USD4,000 (inclusive of daily subsistence allowance, taxes and benefits) will be payable at the end of each completed month of service and upon certification by UNFPA Turkey on satisfactory performance. All travel related costs to neighboring provinces as approved by UNFPA will be additionally covered by UNFPA.
