CANADEM is seeking seasoned professionals with previous relevant experience with civil-military coordination who are available for an immediate deployment to Gaziantep, Turkey as a seconded expert with OCHA for a 6-month contract.

Position Title: Civil-Military Coordination Officer

Duration: 6 months
Location: Gaziantep, Turkey
Position Grade: P4

Brief description of emergency:
Ar-Raqqa has been under ISIL control since early 2014. While located far from active frontlines, the city has been subjected to systematic airstrikes carried out by US-led coalition forces on one hand and by Syrian Government and allied forces on the other.

Prior to ISIL's takeover of the city, a significant number of humanitarian organizations worked in the Ar-Raqqa area during 2013 and 2014. Like many other strongholds under ISIL, humanitarian actors have faced many difficulties in maintaining a neutral, impartial and independent operating space, leading most agencies to suspend or close down their activities. Some limited humanitarian assistance has been provided by a few small-scale Syrian organizations and charities. The current lack of credible information and access to communities on the ground makes it very difficult to obtain an accurate profile of the city.
There are currently an estimated 430,000 people in need in Ar-Raqqa including more than 180,000 IDPs. The lack of access for humanitarian partners means that little concrete information is available concerning the needs and gaps for the district population.

Main tasks and duties to be executed:
Clear CMCoord mechanisms will be an essential component of the response efforts.
Main objectives will be to facilitate dialogue and interaction between humanitarian actors and military actors participating in the operation in view to:

i) protect and promote humanitarian principles in an active conflict environment; ii) minimize inconsistency between maintaining protection of civilians and security screening needs; iii) avoid competition between humanitarian actors and stabilization, activities foreseen by coalition members or partners. Civil-military coordination should also lead to the development of SOPs on medical evacuations for INGOs operating in affected areas.
The CMCoord focal points will prepare a framework to guide the principles of collaboration with military actors. It will focus on the division of responsibilities between the CMCoord capacity in different hubs and their role in facilitating humanitarian access, the protection of civilians, and the security of humanitarian aid workers.

Specific required skills:

Experience: A minimum of seven (7) years of progressively responsible professional field and/or headquarters experience in humanitarian affairs of which at least tree (3) years should have been in the field of civil-military coordination and/or crisis/emetgency relief management is required. Previous
experience in civil-military coordination is desired; or previous experience in the military with relevant experience in major humanitarian operations is desirable.

Education: Advanced university degree (Master's degree or equivalent) in international relations, political science, law, management, or similar specific field of study. A first-level university degree or military academy degree with advanced training in relevant area, in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Languages: For this post, fluency in oral and written English is required. Knowledge of Arabic language is an advantage.

Other Skills: Knowledge of the higher echelons of military forces and completion of the UN-CMCoord Course and UNCMCoord Officers' Course is highly desirable; ability to work in highly stressful working and living conditions an advantage.
Previous experience in and good knowledge of country/region environment is an advantage.
