We are looking for two highly motivated and qualified individual to have overall responsibility of ensuring efficiency, accountability and transparency for DRC Turkey Livelihoods activities.
Who are we?
Danish Refugee Council (DRC) is an International non-governmental organisation, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people worldwide. DRC has been operating in Turkey since early 2013, working with by and large with non-camp Syrian refugees and affected host communities. DRC Turkey program, headquartered in Antakya, have more than 250 employees – based at the DRC offices located in SanliUrfa, Hatay, Kilis and Karaman-marash. DRC also works with partners in Sanliurfa, Izmir and Bodrum.
The country funding for 2016 is around USD 14 million, funded by DANIDA, ECHO, UNHCR, UNICEF, and PRM.
About the job
The role of the Livelihoods Managers East and West is to ensure development and implementation of an efficient, accountable, and measurable livelihoods program in the provinces where DRC is operational. Key responsibilities include ensuring overall coordination of DRC’s livelihoods portfolio in their areas of responsibility, which includes livelihoods counseling, transferrable skills, vocational/technical training, job integration, business development with financial support, management of livelihoods centers. Other responsibilities include livelihoods program coordination, staff technical supervision, training, and mentoring, helping to develop and execute DRC’s livelihoods strategy, and contributing to tactical planning, livelihoods mainstreaming in the DRC country program, and development of new livelihoods projects.
Duties and Responsibilities :
Program Management, Development, Monitoring and Evaluation
- Provide leadership, management and technical direction of the livelihoods program, in coordination with and as agreed with Country Livelihoods Program Manager
- Contribute to or lead the development of concept notes and proposals. Supervise participatory needs assessments and identify appropriate livelihood interventions to increase resilience of the local and refugee communities in the target areas;
- Ensure the effective Monitoring, Evaluation and Learning processes for the livelihoods program;
- Participate in periodic program reviews, planning meetings and external meetings as requested by the supervisor;
- Ensure effective and quality management of multiple donor grants;
- Ensure planning, qualitative and timely implementation of activities as agreed with donors, ensuring adherence to DRC policies and procedures
- Geographical technical coordination and supervision of all livelihoods activities in the area of responsibility, in line with DRC operational and programmatic requirements. The Livelihood Manager(s) will be responsible for preparing and transmit work plans to Heads of Office for implementation and will monitor if targets are met and results achieved.
- Participate in developing DRC Turkey livelihoods strategy by feeding in inputs from the field;
- Ensure/facilitate the qualitative and quantitative monitoring of the livelihood projects through team meetings, post-assistance visits, regular reporting and other relevant monitoring tools;
- Ensure that all data and supporting project’s document are clean, accurate and compliant with livelihoods’ standards.
- Facilitate evaluation of the programme internally;
- Generate internal and external livelihood project reports as required.
- Responsibility that the team is adhering to relevant data confidentiality, retention and privacy standards.
Information, Coordination & Partnership
- Serve as a key liaison with relevant stakeholders in target areas;
- Promote collaboration and synergy between the DRC projects and similar NGO projects in the same areas;
- In consultation with Country Livelihoods PM, develop programmatic collaborations and partnerships with relevant local organizations and institutions.
- Regularly update mapping of stakeholders implementing Livelihoods’ project in area of responsibility.
Budget Management
- Liaise with Country Livelihoods PM and provide inputs to Heads of Office to ensure effective and efficient utilization of livelihoods program resources through monitoring and tracking of expenditures against budgets.
- Anticipate, along with Head of Office, potential over/under spending
Staff management, training & Capacity development
- Technical management of livelihoods field staff in area of responsibility. Ensure coordination with other departments (Protection, M&E, procurement, finance)
- Train, coach and mentor livelihoods program staff in various technical areas through internal or external facilitation, including formal and informal interactions
- Guide livelihoods staff in how to work with capacity building and management of volunteers, including on culturally sensitive topics.
- Participating in the hiring process, as well as ensuring staff have work plans– Contribute to the timely performance management measures for the livelihoods team including appraisals and remedial actions.

About you
To be successful in this role you must have:
- Bachelor’s degree or higher qualification in international human rights, law, sociology, social work, political science, economics or other relevant field;
- At least 3 years of proven technical experience in the management and supervision of cash and livelihoods projects, including employability promotion programs, such as vocational training, life-skills and employment services.
- Demonstrated experience facilitating technical trainings and workshops related to livelihoods promotion.
- Experience in coordination with external stakeholders such as donors, authorities, municipalities, employers, partner NGOs etc.
- Fluency in the English language, both written and verbal.
- Proven analytical and writing skills;
- Proven communication, interpersonal, representation, negotiation, promotion and diplomacy skills;
Desirable qualifications
- An understanding of humanitarian issues in Turkey and the region
- Familiarity with livelihoods and cash-based programming in situation of forced displacement
- Understands rights and protection issues of refugees, children and women. Experience working with Syrian refugees is an advantage.
- Arabic/Turkish language proficiency.
We offer
DRC will offer the successful applicants, a ten months contract, and renewable dependent on both funding and performance. You must be available to start work as soon as possible.
