In order to facilitate and to maximise the impact of the humanitarian operations financed by the European Union and of the EU civil protection activities coordinated by the European Commission in the Eastern Neighbourhood, the expert will be appointed to the post of humanitarian Technical Assistant (T/A) in Turkey by the European Commission’s Directorate General for European Civil Protection and Humanitarian Aid Operations - ECHO.
The expert will be based in Ankara. He/she will take the lead on the Emergency Social Safety Net (ESSN) and Cash related programmes and provide oversight for a “Basic Needs” team of four. He/she will be required to carry out regular missions to identify and assess humanitarian needs and to monitor programmes in the country. At the request of ECHO Brussels, the expert may also be called upon to carry out missions linked to his specific responsibilities to neighbouring countries or to Brussels, and should be prepared to react to a current or evolving crisis in any other region in the world following a request by DG ECHO Brussels.
Requirements:
ECHO general language requirements: mastering of at least 2 languages: English or French as first language; French, English, Spanish, Arabic or Russian as second language.
For the present position, an excellent command of English is compulsory,
The candidate should have at least 10 years' experience in delivering humanitarian assistance with strong experience on cash based programmes and at least 2 years' experience in at least 3 of the following areas: 'Management of multi-sectoral humanitarian aid programmes', 'Refugee and resettlement situation', 'Basic needs' and 'Protection'.
Assets:
Experience in Turkey/Eastern Neighbourhood/Middle East is a strong asset.
A good knowledge of French, Turkish and/or Arabic is an asset.
