ROLE PURPOSE:
The Education Officer will be based in Istanbul, supporting Save the Children’s new UNHCR project aiming to support refugees in Istanbul. The Education Officer is responsible for ensuring that actions to support improved access, quality and outcome sustainability are being undertaken, and follow up the implementation of the activities of the Education Programme in Istanbul, Turkey.
The Education Officer will assist the Project Manager in all aspects of education activities start up and implementation, including: temporary education centres, support to vulnerable children, training for key community members, and awareness on education issues. Supervised by the Education Project Manager, the Education officer will ensure that all components of the programme are delivered effectively and in accordance with SCI standards, as well as SCI value and principles, and to provide the highest quality programming to beneficiaries.
KEY AREAS OF ACCOUNTABILITY:
Planning
- Regularly liaise with the Education Project Manager to plan implementation in project sites and ensure the overall project timeline is realistic and achievable within the agreed timeframe, and make adjustments as needed during implementation.
- Supervised by the Education Project Manager, facilitate the development and scheduling of education activities.
- Prepare field visit plans and supervision checklist in advance of trips.
- Facilitate/lead the start-up of implementation design with Education Project Manager.
- Actively contribute to the development of monthly work plans in line with the detailed implementation plans including distribution schedules of project inputs in line with project logistics/supply chain capacity
Delivery
· Responsible for coordinating to ensure effective project delivery.
· Ensure activities are completed within time and report any concerns to the Education Project Manager.
· Identify and troubleshoot challenges to remove any obstacle that might arise during project implementation and communicate these challenges and the proposed solutions to the Education Project Manager.
- For his/her area of responsibility, compile monthly activity reports and assist with stock consumption/inventory, and distribution plan.
- Coordinate and ensure the effective delivery of all project components.
Monitoring, Evaluation and Accountability and Quality
With support of the Education Project Manager and MEAL team:
· Ensure that the M&E systems are effectively implemented in each project site, and its tools are in place.
· Conduct regular field visits according to requirements and plans then report back with the findings to the Education Project Manager
· Actively monitor Education project activities at field level, ensuring quality of Save the Children’s programme, reporting and flagging concerns to Education Project Manager
· Ensure that communities are regularly involved in all phases of the programming
General
· Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
QUALIFICATIONS AND EXPERIENCE AND ATTRIBUTES:
Required
· A degree in Education, Social Studies or in a relevant subject
· 3 year experience in the field
· Experience of, and commitment to, working through systems of community participation and accountability
· Politically and culturally sensitive with qualities of patience, tact and diplomacy
· Commitment to the aims and principles of SC. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support
· Experience in community liaison.
· Strong interpersonal and communication skills
· Ability to work with limited supervision and strong ability to take initiative
· Able to work to tight deadlines and under pressure
· Excellent team player
· Ability to write clear and well-argued assessment and project reports
· Ability to quickly form relationship within the communities
· Fluent in Turkish and English – written and spoken
· Computer literacy including the use of Microsoft Word and Excel
Desirable
· Fluent in spoken Arabic
· Previous experience of supervising, coaching and/or managing people
· Experience working and building the capacity of partners on technical issues
· Experience in working in a sensitive environment.
· Experience in representing an organisation in external meetings
