Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. Our teams are committed to supporting civilians’ victims of marginalization and exclusion, or hit by natural disasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency. The association leads on average 190 projects per year in the following sectors of intervention: food security, health, nutrition, construction and rehabilitation of infrastructures, water, sanitation, hygiene and economic recovery. PUI is providing assistance to around 5 million people in 20 countries – in Africa, Asia, Middle East, and Europe.

Humanitarian situation and needs :
Since 1967, occupation and political stagnation have directly affected the socio-economic situation of the Palestinian population in the West Bank. The movement restrictions policy is severely limiting Palestinians’ access to essential services and markets, and leading to serious and negative impact upon all aspects of their lives, and mainly their livelihoods.
The main features of the Israeli occupation remain in place and consequently the humanitarian needs in the oPt have not fundamentally changed for the last decade. Serious protection threats related to IF and settlers’ violence, limited access to essential services and entrenched levels of food insecurity continue to characterize the day-to-day lives of many Palestinians. Communities in Area C of the West Bank came under increasing pressure – rise in demolitions, increase in settlers’ violence, no easing on movement restrictions and no progress on the planning and zoning regime. Bedouin and herder communities in particular were affected.
Israel continues to impose a blockade in Gaza Strip, amounting to collective punishment of the population and affecting every aspect of life in the Gaza Strip. Livelihoods remained severely constrained by policies that restricted access to the areas with the most viable agricultural and fishing prospects.
Our action in the field :
As a result, PUI’s strategy focuses on providing support to populations affected by the coercive environment and subsequent violations of IHL/HR in both the West Bank (WB) and the Gaza Strip (GS).
It combined several sectors to prevent the loss of livelihoods and displacements of population as a consequence of protection threats, lack of services (Health, Education, WASH), and lack of access to agricultural lands or job opportunities.
In the Northern West Bank, PUI operates in 3 districts (Qalqiliya, Salfit, and Nablus) with programming in protection, livelihoods and women economic empowerment.
In the Gaza Strip, PUI operates in 3 districts (Middle Area, Khan Younis, and Rafah) with programming in emergency response/NFI, protection, agriculture, CFW, and women economic empowerment.
PUI is leading on several issues including settler violence (WB) and the Access restricted Area (ARA) in the GS.

As part of our activities in OPT, we are looking for a Communication and Advocacy Coordinator.
PUI has been working in the oPt since 2002, and came to the conclusion, as many other humanitarian actors, that humanitarian action was not enough and needed to be completed by advocacy work towards the international community to remind them of the situation on the ground and of the obligation of third States as per International Law. All PUI advocacy is based on its own activities and remains within a strict humanitarian framework as per PUI’s mandate. Therefore, most of PUI’s advocacy rotates around the humanitarian situation in the oPt with a focus on Area C communities (West Bank) and the Access Restricted Area in the Gaza Strip.
PUI is part of a number of advocacy coordination foras to bring its own perspective on issues and outreach in France, Belgium and the EU. Indeed, in the last two years PUI’s advocacy has been proactively engaging mainly EU, French and Belgian institutions through public & private meetings and events.
The Advocacy Officer is expected to lead the implementation of the advocacy strategy and related activities as defined in the 2017 advocacy strategy.
This position is under the supervision of the Head of Mission, in coordination with the West Bank & Gaza Strip Field Coordinators as well as PUI’s HQ, and in close collaboration with the relevant external stakeholders.
The position holder will, in some instances, be the one delivering the advocacy messages directly to the targets, but in other instances s/he will hand over or share that responsibility with the HoM or other relevant PUI colleagues (i.e. HQ).
- Building upon the work of the last 3 years notably at EU level, the position holder will implement and monitor PUI advocacy strategy for 2017 which includes a substantial work around the 50th anniversary of the occupation as well as the 10th anniversary of the blockade on Gaza
- Strengthening synergies with relevant stakeholders (local, national & INGOs) – with a specific focus on the consortium partners in West Bank.

Training and Experience :
Training :
Master or post-graduate program in political sciences, International Humanitarian Law and/or Human Rights
Experience :
Excellent knowledge and experience of the EU institutions and functioning.
Excellent knowledge and experience of the French institutional system (both executive and legislative powers)
Good knowledge of humanitarian agencies work.
Good knowledge or understanding of protection
Knowledge and aptitudes :
Excellent command in writing and speaking French.
Excellent command in writing and speaking English.
Good IHL/IHRL background
Proven capacity in working in a team, networking, influencing and federating actors around a common objective
Good analytical skills and capacity to present data in a clear & user-friendly manner.
Ability to plan and prioritize multiple tasks.
Strong and proven capacity in diplomatically working in a multi-cultural team
