Location: Istanbul
ROLE PURPOSE:
The Livelihoods Officer will be based in Istanbul, supporting Save the Children’s programming in Istanbul for the livelihoods component. Livelihoods Officer is responsible for ensuring that effective implementation and monitoring of skills programming and follow up the implementation of the programme activities in Istanbul in cooperation with the implementing partners.**KEY AREAS OF ACCOUNTABILITY :**
Planning:
- Regularly liaise with the Project Manager to plan implementation in project sites and ensure the overall project timeline is realistic and achievable within the agreed timeframe, and make adjustments as needed during implementation.
- Supervised by the Project Manager, and in collaboration with the implementing partner, facilitate the development and scheduling of child protection activities.
- Facilitate/lead the start-up of implementation design with Project Manager.
Programme Implementation
- Coordinate and provide support to the partner’s livelihoods coordinator, wage employment training facilitators and entrepreneurship training facilitators at the project sites in the planning, implementation and monitoring of activities.
- Contribute to the delivery of the employability skills and entrepreneurship skills trainings.
- Identify and build links with governmental and non-governmental organisations as well as public institutions that offers the employability skills and entrepreneurship skills trainings.
- Identify and build links with private sector partners for potential apprenticeship and job placements
- Support and build partner capacity to the delivery of the essential work skills and essential business skills trainings.
- Provide regular updates on progress, priorities and constraints and assist with administrative duties related to the running of skills component of the project.
- Work to incorporate cross sector concerns and cross cutting issues, including child protection and education.
- Establish and maintain active working relationships with the Turkish government units and other NGOs specific to the area of livelihoods.
- Report any problems in implementation to the Project Manager in a timely manner so appropriate action can be taken.
- Perform other responsibilities as agreed with the Project Manager
· Produce and submit weekly and monthly reports on project activities as required, and maintain programme documentation as required.
Monitoring, Evaluation and Accountability and Quality
With support of the Project Manager and MEAL team:
· Work with the MEAL team to check quality of information collected and contribute to data analysis and learning.
· Support operation of the beneficiary feedback and accountability mechanism in livelihoods trainings, ensuring that feedback from the youth, communities, and all other relevant stakeholders is considered in programme design.
· Ensure that project activities are implemented in line with Save the Children’s policies and procedures, and adhering to donor requirements and guidelines.
General:
· Work with cultural sensitivity and respect the dignity of refugees and members of the host communities at all times.
· Ensure full compliance of Child Safeguarding Policy at field level and especially with SC engaged personnel.
· Respond to all Child Safeguarding Policy concerns expressed or discovered appropriately and effectively.
QUALIFICATIONS, EXPERIENCE AND ATTRIBUTES:
Required
- Master’s degree in social sciences, psychology, sociology, community development or related matters
- At least 2 years of experience in livelihoods programmes, vocational training, social work and community mobilisation
- Previous experience in working with children
- Good technical understanding of child protection and community based approaches
- Knowledge of Child Rights, Child Protection Minimum Standards and other international recognised tools
- Strong interpersonal and communication skills
- Ability to work with limited supervision and strong ability to take initiative
- Able to work to tight deadlines and under pressure
- Excellent team player
- Ability to quickly form relationship within the communities
- Fluent in Turkish and English – written and spoken
- Computer literacy including the use of Microsoft Word and Excel
