Background
Bihar Relief Organisation (BRO) is an independent humanitarian, non-government and non-profit organisation providing health care, relief and development programs. Since the beginning of the Syrian crisis, 2012, BRO is dedicated to address the needs of the affected communities with the available resources and tools to maintain a sustainable and well-established humanitarian channel to reach the vulnerable communities and displaced individual in attempt to provide the basic needs and life-saving assistance.
Overview of Position
Working with the Executive Management to determine the organizational structure of the Finance Department, planning and preparing the budget and following up the implementation of the plans of the Finance Department as per procedures and regulations approved by the Organization.
Reports to: Executive Director Assistant for Operation
Managing: Cashiers and accountants
Main Responsibilities:
- Preparing secondary plans and implementation programs of the finance department that would help achieve the objectives of the Organization.
- Responsible for following up on the implementation of the plans of the Finance Department.
- Participating in budget planning and proposal for different proposals in collaboration with the Organization departments and finalizing the Budget Proposal for submission.
- Conducting Financial Technical capacity building and training to the staff of the Finance Department and provide them with the necessary skills.
- Participating in preparing processes and procedures of the finance department in collaboration with Executive Director.
- Proposing procedures that may enhance and correct performance within finance department.
- Proposing the annual budget and the expenditure forecast of the Organization within the financial limitations and present available funds.
- Reviewing, approving, and issuing outlay/expenditure orders and vouchers that do not exceed the amount as per internal policies and guidelines.
- Conducting periodic cash count of the treasury in collaboration with the cashier in different locations and offices of the organization.
- Maintaining, saving, and controlling all the financial documents and books, and following up on the validity of the same.
- Maintaining copies of all the financial liabilities’ documents for or against the Organization.
- Submitting fortnightly, monthly, semi-annual, and annual reports to the Executive Director.
- Preparing financial reports for the projects in the implementation process along with budget tracking.
- Preparing internal and external auditing for projects funded by different donors.
- Monitoring and periodical evaluation of the performance of accountants and cashiers. Conducting documentation compliance for several projects based on internal policies and procedures and in accordance with donor requirements.
Knowledge, Skills and Abilities:
The following knowledge, skills and abilities may be acquired through a formal schooling, self-education, prior experience, on the job training or combination of above:
- Bachelors degree in Accounting, Finance or Business Administration.
- Experience in managing multiple programmes and operations remotely.
- Strong attention to detail and a high level of organization,
- Previous experience in similar position will be an added advantage.
- English language proficiency: Good (reading, speaking and writing).
- MS Office suit proficiency.
