UNICEF Turkey is seeking a Short Term National and International Individual Consultancy (REF: PRO/TURA/2017-H)to support UNICEF CO Turkey efforts to strengthen child protection systems through the development Guiding Principles Document
PURPOSE of the ASSIGNMENT
The purpose of this assignment is to contribute to support child protection systems through the development of Guiding Principles Document for Case Management in Child Protection with the aim to ensure linkage and interface between the national and community-based child protection systems.
For this purpose, the Consultant is expected to carry out the following main duties:
In collaboration with partner organizations, support the development of Guiding Principles for Case Management in Child Protection
Develop awareness raising materials (at least two brochures targeting UNICEF partners) in regard to the Guiding Principles Document
Develop and deliver a minimum of 3 short-term training programmes (1.5 day each) on case management and identification/referral mechanism child protection to UNICEF staff and key partners: 2 in Ankara and 1 in Gaziantep.
The Consultant/s is/are expected to be in constant contact with the personnel of UNICEF and be based in Ankara.
Within the scope of the assignment, the consultant(s) shall work under the guidance of the UNICEF Child Protection Officer(s) and be responsible for the duties given below:
- Support the development and implementation of the Guiding Principles and follow- up on its implementation:
a. Develop a Guiding Principles Document for Case Management in Child Protection in coordination with partner organizations including an overview of legislation, policies etc.
b. Conduct consultation meetings with partners for the finalization of the Guiding Principles Document for case management
c. Conduct 3 training programmes for MoFSP both at the national and provincial level and I/NGOs staff on case management; identification and referral.
d. Review the Guiding Principles Document based on feedbacks in consultation with partners.
- Support the implementation of the Guiding Principles Document among relevant institutions and partners
a. Develop awareness raising materials for the use of partners and beneficiaries
- Provide technical support to the partners of UNICEF to strengthen their capacity on case management, effective identification and safe referral
a. Conduct at least two monitoring visits to provide in-service technical support to UNICEF partners including minimum 2 field visits
