About the Partnership Platform:
The Partnership Platform aims to provide technical and operational guidance on partnership related issues between humanitarian stakeholders to promote coherence of an effective humanitarian response through common minimum standards and capacity. The humanitarian stakeholders include INGOs, SNGOs, TNGOS, Red Crescent and Red Cross Societies, donors, and UN system members.
The Platform aims to build on the Principles of Partnership in order to enhance the effectiveness of the Turkey cross-border response, based on an ethical obligation and accountability to crisis-affected people in Syria.
About POINT Organization – Host Agency
POINT was elected by Partnership Platform to be the host agency.
POINT is Syrian NGO for Capacity Building, Consultancy and Development working in Syria and Turkey. POINT aims to build and develop the capacity of individuals and groups in local communities, and enhance peace-building activities for better disaster response and risk reduction.
Position Responsibilities and Duties:
- Be responsible for arranging and managing all monthly meetings, including sharing of meeting minutes and disseminating any information and materials (with consent of member organizations and respect for information sharing protocols defined by the Partnership Platform)
- Serve as key focal point for all Partnership Platform members, liaising any concerns or suggestions to Partnership Platform co- chairs and steering committee.
- Provide regular updates and reports to the steering committee as requested
- Maintain a capacity development strategy and plan based upon the results from the OCA process
- Coordinate and monitor the capacity development plan implementation through various tools including a web-portal with a capacity development calendar
- Lead the Partnership Platform in realizing its Terms of Reference including:
a. The provision of a dialog space between humanitarian organizations involved in partnerships
b. The collection, documentation and sharing of best practices and lessons learned about partnership
c. The analysis of issues that challenge and limit the application of the Principles of Partnership
d. The conduction of advocacy actions around partnership targeting relevant stakeholders
e. The development and the promotion of harmonized tools (such as Organizational Capacity Assessment - OCA - and Organizational Capacity Development - OCD)
f. The development and the promotion of a set of common minimum standards for organizational policies and procedures (such as financial, administrative and HR procedures)
g. maintaining a training calendar of all capacity building trainings available to Partnership Platform members
h. maintaining a resource manual of all organizational capacity assessments and resultant capacity building plans
i. maintaining an active list of all NGO focal points for each key partner; ensuring dedicated support to key partner organizations
j. maintaining a resource manual of ‘lessons learned’ and ‘best practices’ of collaboration and partnership approaches
- Ensure information and analysis from clusters, working groups, ad hoc meetings, and other strategic meetings are fed back to the Secretariat, Steering Committee, and the members.
- Review new membership applications and requests to the Partnership Platform.
Qualifications & requirements:
Together, the two coordinators should combine the following:
· Bachelor degree in development, international relations, international law, or similar degree; post degree is a plus.
· 4 years’ experience in the field of Organizational Development or experience in the design and implementation of capacity-building or training
· Experience in partnership development and training support highly desirable
· Extensive previous NGO experience. Experience working in a small or local NGO highly preferred.
· Excellent Knowledge of the Syrian Context
· Knowledge of current partners working in Syrian humanitarian relief or development, and challenges of the current crisis
· Excellent communications skills, both oral and written.
· Excellent self-motivation and self-direction skills.
· Ability to exercise sound judgment and make decisions independently.
· Extremely flexible and able to carry out all job responsibilities with minimal supervision
· Creativity and the ability to work with multiple partners
· Excellent networking and people-skills, given the importance of building trust and stakeholder investment.
· Excellent decision making skills, especially with time-sensitive issues
· Excellent English speaking and writing required. Arabic strongly preferred. Turkish desired, but not required.
· High level of competence with MS office, particularly excel.
