Project Officer (Youth Education) – Livelihoods

Reports to: Project Coordinator – Livelihoods

Duty station: Gaziantep

Travel: 20 % to Ankara

Project number: TRFM1701 & TRFM 1702

Duration and type of contract: 9 months - Renewable

The Youth Education Project Officer provides life-skills training for youth and adults.

  1. Role and responsibilities

The following is a brief description of the role.

Generic responsibilities

  1. Ensure adherence with NRC policies, tools, handbooks and guidelines
  2. Implement delegated CC project portfolio according to plan of action
  3. Prepare and develop status reports as required by management
  4. Ensure proper filing of documents
  5. Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
  6. Promote and share ideas for technical improvement

Specific responsibilities

  • Provides direction, assigns tasks and gives instructions to staff, specifies their individual work plans and evaluates individual team members performance
  • Monitors the progress of the activities of assigned staff and ensures they are implemented conform planning and quality standards.
  • Develops with the assigned team, monthly activity plans
  • Ensures compliance with NRC policies CC tools, handbooks and guidelines.
  • Suggests new methods and approaches in order to improve the quality of the activities that meets the needs of beneficiaries.
  • Identify, analyses and evaluate processes and gaps in the implementation of activities and make recommendations for improvement.
  • Collaborate with relevant stakeholders
  • Coordinate with the curricula development coordinator
  • Develops and follows up implementation of weekly work and activity plans for the target location.
  • Represents at Community Gatherings on Youth/Education, other WGs as delegated.
  • Represents as delegated, with focus on programme design and content.
  • Informs programme development at site level, with feedback from community staff and students.
  • Prepares periodic internal activity reports.
  • Daily management of assistants and community staff when present through weekly work and activity plans.
  • Ensures task distribution for key processes/events, e.g. outreach, registration, exams, graduation.
  • Supervision of delivery through daily oversight of assistants and community staff. Organizes meetings with community staff upon need.
  • Amend and develop life and business skills curricula according to youth needs.
  • Prepare and Facilitate youth training sessions
  • Monitor attendance of beneficiaries in course
  • Follow up on absenteeism
  • Hold regular consultations with beneficiaries
  • Liaise with TVET trainers regarding progress of learners

Critical interfaces

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • Relevant core competency implementation staff
  • Support teams, Finance, HR, Admin and Logistics
  • Communications staff
  • Protection staff
  • M&E department

Scale and scope of position

  • Stakeholders: UNHCR, INGO implementation staff in target location
  • Budgets: No direct budget authority. Assign tasks related to procurement, salaries. Inform Coordinator/budgeting needs.

2. Competencies

Competencies are important in order for the employee and the organisation to deliver desired results. They are relevant for all staff and are divided into the following two categories:

These are skills, knowledge and experience that are important for effective performance.

Generic professional competencies:

  • Experience from working as a Project Officer in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Good knowledge of English

Context/ Specific skills, knowledge and experience:

Qualification requirement: College/diploma degree equivalent

Years of Experience: 3

  • Previous team management experience (there will be a number of assistants according to the size of the project)
  • Experience in outreach to the refugee community
  • Has contacts with refugee community representatives in the target area(s)
  • Experience of youth programming
  • Fluent in Arabic (spoken, written, read)
  • Working knowledge of Turkish

  • Behavioral competencies (max 6)
