Procurement Assistant/Associate (Turkish National)

Background:

The MU will support potential partners to develop specific project concepts and proposals. While the ongoing conflict continues, the SRTF’s MU will assist the Local Councils (LCs) and Public Utilities providing services to communities and support recovery through local Implementing Entities (IEs) to restore the services that they previously provided.

Projects will typically focus in a number of priority infrastructure sectors, such as electricity generation and distribution, water supply and distribution, health and education sectors supportwaste management and food security; additionally, support will be provided to the sectors of agriculture, housing, public enterprises, transport, telecom and rule of law ; Actual projects and assistance will depend on the needs identified and requests received from potential IEs.

1. Key Responsibilities:

To assist the Procurement Section in market research for project supplies and services in Turkey and follow up on delivery of Supply and Service Agreements with the Vendors, including the preparation and processing of any documentation necessary addressing respective procurement actions.

Related Duties:

• Preparation of database for vendors, determination of sources of supplies through market research and other external sources based on nature of requirements;

• Contribute to evaluation of received offers, analysis and evaluation of tender results;

• Preparation of pertinent documentation for tenders, bidding, evaluation of offers, approval of contract and any other documentation as required by the Procurement Authority concerned;

• Preparation of submissions to the evaluation committee;

• Liaise with vendors as may be instructed to coordinate various activities: shipping arrangements, customs clearances and delivery arrangements of purchased commodities and equipment;

• Contribute to the preparation of reports on procurement activities on weekly basis;

• Perform any other duties as may be requested by the Head of Procurement Section.

  2. Competencies

  Key Qualifications:

• Incumbent must be familiar and experienced in sourcing and /or purchasing of goods and services relevant to SRTF needs in Turkey.

• Reasonable knowledge of the Turkish market for goods and services for emergency and rehabilitation aid and logistics’ support.

• Good communications skills and the ability and preparedness to share knowledge with Team members.

• Ability and readiness to travel within Turkey as may be necessary to visit vendors.

• Fluency in spoken and written Turkish and good working knowledge in spoken and written English.

• Demonstrates integrity through knowledge and application of procurement practices and standards;

• Consistently ensure timeliness and quality of work;

• Team-work orientation qualified by practical contribution and collaboration;

• Keen sense of ethics and integrity in dealing with clients and service providers;

• Display cultural sensitivity and adaptability within a multi-ethnic environment.

Note: Entering Syria during the ongoing conflict is not required and not allowed for this position.
