HI is already active in Turkey in the framework of a Syria crisis response in Turkey and in Syria. HI plans to strengthen its operations in Turkey at short and medium terms. The intervention will contribute to mitigate the impact of the Syrian crisis on the most vulnerable people in provinces of Hatay, Gaziantep, Istanbul and Izmir. The most important needs identified related to health and protection will be addressed through various modalities of support provided to partners on the following axes: inclusion, disability & vulnerability case management, centre-based comprehensive rehabilitation (including physical and functional rehabilitation and mental health and psychosocial support-MHPSS) as well as community-based approaches
Through this comprehensive approach, the most affected people will benefit from basic and specialized services tailored to their needs for physical and functional rehabilitation and psychosocial support. HI will also mitigate the barriers faced by the refugees in their access to these urgent services by tackling lack of services, lack of information, isolation, financial issues, discrimination, mobility issues etc.
Under the direct responsibility of the Head of Mission and, in collaboration with the Technical Coordinator as well as the support departments’ coordinators and with the support of the HQ Deputy Desk Officer, the Operational Coordinator will:
- Contribute to strategic programming and constant adaptation of the operational strategy regarding the evolutions of humanitarian situation in Turkey;
- Coordinate and supervise the HI projects’ implementation;
- Ensure relevancy and quality of the project implemented by HI (respect of overall project cycle management), ensure cross cutting between the different projects and thematic developed by HI in the field (case management, rehabilitation, MHPSS, inclusion.) in close coordination with the Technical Coordinator, ensure compliance with HI and donor management standards;
- Define partnership management framework (approaches, processes and tools);
- Supervise and manage the team under his/her responsibility (M&E department –temporary-, partnership officer, Field Coordinators)
- Develop donors proposals and donors’ report (intermediate and final) in coordination with other departments and Head of Mission; Produce regular internal reports
- Ensure lessons learning and capitalization;
- Ensure quality coordination with other humanitarian actors on program aspects to support the implementation of HI projects;
- Replace the Head of Mission and/or one of the Field Coordinators when needed;
- Representation of HI at national level - including liaising with Local Authorities and national and / or international humanitarian assistance stakeholders;

=> This is a highly mobile position. You should expect to spend at least 50% of your working time out of Istanbul, with trips to Gaziantep, Antakya, Izmir and other relevant locations
REQUIRED PROFILE
- Minimum 5 years’ experience in a senior NGO programme position preferably within both emergency and development set up
- Proven management skills
- Experience in partnership management is an asset
- Experience with HI is a strong asset
- Advanced planning, assessment, analytical, strong organizational skills
- Skills and experience in funding proposal development
- Experience in dealing with donors
- Good knowledge of Turkey, prior working experience a plus
- Strong working knowledge of English (spoken and written) / Turkish an asset / Arabic a plus
- Excellent networking capacities
- Flexibility to travel
- Good communication capacities
- Knowledge of computers and Microsoft applications
CONDITIONS
- Starting date : ASAP
- Length of the contract: 6 monts renewable
- Salary from 2800 € (gross) / month
- Perdiem : 487 € (net)
- Insurances : medical hearth coverage, retirement planning, repatriation
- Paid holiday : 25 days per year + 1 day of R&R per month
- Status : position unaccompanied
- Housing : Collective / individual taken in charge by Handicap International
