Context:
The mission of the Organization is to promote, develop, and implement community-based projects in Syria by civil society activists in order to improve the lives of civilians in their communities, mainly inside Syria, empower them and preserve their dignity. All team members are committed to the principals of humanity, neutrality and impartiality, and dedicated to stand up for the rights of the Syrian people.
Emissa activities and projects are implemented under five programs:
1- Health Program: Primary and secondary healthcare and rehabilitation through clinics, field hospitals, physiotherapy centers.
2- Relief Program: Emergency Response, food Distribution, NFI, Winterization.
3- Livelihood Program: Agriculture, Livestock, and sustainable projects.
4- Education, and PSS Program: Primary and secondary education, Risk Education, PSS, Community Awareness.
5- Wash & Shelter Program: Camps preparation and management, Waste management, WASH projects.

Duties and responsibilities:
The Head of the Programs Management Department will perform the following duties:
Executive Tasks:
· Responsible of supervision of implementation and coordination of all Emissa programs/ projects.
· Work closely with the M&E and Development Units to assess needs in targeted communities, communicate with donors and develop projects proposals that fit with the needs of the beneficiaries, capabilities of the implementing teams and priorities of the donors.
· Plan, coordinate and execute all programs/projects deliverables.
· Oversee the progress of programs and projects improvement plans, to ensure effective and timely implementation of the projects and programs.
· Lead the liaison with Syrian and International implementation agencies to ensure coordination and consistency.
· Working with the programs and projects managers to ensure prompt and accurate narrative and financial reporting in accordance with donor templates and requirements.
· Contribute to daily, weekly and monthly reporting on the work of the projects teams.
· Convene weekly project coordination meetings for all programs teams’ leaders.
Strategic management and leadership:
· Ensure coherent design during implementation of Emissa programs.
· Develop strategies to secure sustainable funding for the projects.
· Provide overall strategic and technical leadership in the design, development, planning, budgeting, and implementation of Emissa Strategy
· Participate in the annual budget process, leading on the program budget process, and provide ongoing oversight of programs budgets.
Program development and delivery:
· Work closely with the Programs Development Coordinator & Emissa Director, identify opportunities for funding to ensure the financial sustainability of Emissa programs.
· Provide technical advice and support on all policy issues and facilitate the development and delivery of high quality programs.
· Ensure adequate resourcing allocated within budgets to scale up influencing and support initiatives for resource mobilization
Build team capacity and autonomy on influencing:
· Manage the program team to deliver on Emissa Strategy, providing leadership, inspiration and guidance and ensuring that the management of the team is in line with Emissa HR policies and procedures
· Support the Management Team to identify critical influencing capacity gaps among the team staff and partners and develop a plan of action to support the development of such capacities
· Provides general support and liaison with other departments.
· Manage the programs staff by understanding and solving their professional challenges, assisting their completion of their personal objectives and conducting periodical written evaluations of their performance.
· As the most senior member of the programs’ staff, act at all times to promote the organization’s vision of a democratic, united and pluralistic Syria, and ensure full compliance of all staff with its values of humanity, neutrality and impartiality.
· Promote a productive work environment respectful of the Code of Conduct with zero tolerance for verbal and physical abuse or discrimination against other persons on the grounds of race, religion, color, sex or creed.
· Contribute to a positive working environment by being accessible and available to team members and to representing their professional and personal concerns to the Board of Directors.
Outputs:
Delivery of the donors support to local beneficiaries on time and within budget.
Maintenance of highly positive relationships between the organization and the Syrian stakeholders to the programs and the funding partners.
Development of strategies and programs that ensure sustainability of services for the targeted communities.
Education:
· Master Degree in Business, Administration, public policy, sociology, development, anthropology or relevant field.
Qualifications:
· Applicants should have the following qualifications:
· 5 years experience in humanitarian activities, accounting, business or projects management fields.
· Of which minimum 2 years in a managerial position and minimum 2 years of experience in humanitarian work
· Comprehensive knowledge and experience of development programs.
· Knowledge of capacity building, learning and development activities and how to create a learning and sharing environment with a strong knowledge management basis.
· Details oriented with excellent business planning and analysis skills
· Excellent command of Microsoft Office Applications.
. Excellent Command of English language, French or Turkish are preferable
Personality:
· Strong believer in human rights and values of justice.
· Experience in working with Syrian volunteers groups.
Proactive with excellent communication and leadership skills
