Relief International is registered NGO in Turkey and is based in Gaziantep to build capacities of Syrian communities to respond to their needs in health, water, sanitation and hygiene (WASH).

RI is managing a number of health facilities including a specialized physical rehabilitation and prosthetics center in Gaziantep, in addition to physiotherapy units within health facilities in northern Syria.

Overall purpose and scope of assignment:

The consultant will work closely with relevant sectors (health and protection) to ensure quality physical rehabilitation programming for affected communities (clients/beneficiaries). S/He will be responsible for provision of technical oversight in respect to the scope and quality of services provided by RI’s supported facilities, including the physical rehabilitation and prosthetics center in Gaziantep which is managed through the International Pitying Hearts Society (IPHS). The Physical rehabilitation Consultant will closely work with a national counter-part (Physical Rehabilitation Specialist) in order to provide technical assistance to RI staff and partners, as well as coordinate activities at the targeted facilities with an aim of improving the quality of services. S/He will ensure that procedures and protocols are duly followed at the targeted facilities at all times.

Expected outputs:

· Improved partner capacity to deliver physical rehabilitation services for beneficiaries, through effective program implementation using standard tools and guidelines

· Improved quality of physical rehabilitation services in respective facilities, including the Gaziantep Physical and prosthetic Centre

· Strengthened coordination mechanisms for the delivery of physical rehabilitation services.

· Written monthly updates on physical rehabilitation services, shared with relevant sectors and management

· A report on the conducted capacity strengthening provided to the national counter-part, with a detailed plan for further improvement

· End of mission report with key achievements, challenges, program adjustments needed and follow up required

Tasks/Activities:

· Work closely with the national counter (physical rehabilitation Specialist) to ensure that any identified capacity gaps are duly addressed.

· Conduct a training needs’ assessment for facility staff, develop capacity building plan and conduct training as appropriate based on identified needs.

· Provide, as required, direct technical support and capacity building to partners that provide physical rehabilitation services, including but not limited to: training, support supervision and monitoring.

· Ensure that physical rehabilitation activities and programming are integrated into wider systems (e.g existing community support mechanisms, general health services, social services etc)

· Ensure that proper evaluation and interviews are undertaken for clients/patients to determine their needs

· Ensure that proper instructions are provided to clients/patients in how to use and care for their prosthetic devices, and how to follow physiotherapy instructions.

· Ensure that documentation for care is duly captured in the patients’ records.

· Work closely with the national counter-part to monitor and supervise the prosthetic facility through regular visits and share findings with the program and health teams.

· Coordinate with the prosthetic facility technical team to ensure coherence of practices in line with international standards.

· Support program teams in coordination with the national counter-part to ensure that project activities are implemented according to approved work-plans.

· Support the compilation, collection, collation and timely reporting of data and statistics that relate to the project according to internal and donor requirements.

· Work with other team members to promote a culture of learning and documentation so that lessons learned and good practices are documented, and shared for institutional memory and learning.

· Ensure internal coordination and collaboration of interventions through review meetings and provision of regular updates.

· Improve the counter-part’s capacity to ensure external coordination with other actors providing similar services in RI’s geographical areas of operation.

· Interact effectively with relevant departments and teams.

· All other duties and tasks as assigned by the line manager.

Qualifications & Requirements:

· Formal education or professional training in prosthetics and physiotherapy and/or experience in a relevant Medical or Health discipline.

· Has at least 5 years’ experience working in a similar field.

· Preferred to have experience working with NGOs in humanitarian or development contexts

· Excellent written and spoken English. Turkish/Arabic language knowledge will be an added advantage

· Must be skilled in Microsoft Office

· Must have the ability to work effectively with various personalities and cultures
