Context:
Under the overall guidance of the Chief of Mission and the direct supervision of the Head of Sub-Office, the successful candidate will be responsible for the coordination of IOM emergency distributions in the northern region of Syria and South-eastern Region of Turkey. In addition, s/he will be responsible for managing and controlling the effective and efficient flow of supply chain from the IOM Warehouse Exit to End Users/Beneficiaries of IOM Humanitarian Emergency Assistance, including preparedness, planning, tracking, and tracing and related information flow.
Core Functions / Responsibilities:
Supply Chain Management (SCM) Tasks:
Coordinate IOM Gaziantep SCM activities upon exit of the relief materials from IOM Warehouse in Gaziantep and satellite offices; ensuring effectiveness and efficiency while avoiding duplication of efforts.
Manage the timely flow of all relevant information/data among programme managers, procurement and logistics staff, finance staff and implementing partners as may be needed to ensure coordinated approaches and activities in all levels.
Liaise with Programme Managers and Programme Partners who will use the IOM Gaziantep supply pipeline to determine required items and packages, and to determine schedules of deliveries of these to intended recipients.
Liaise with Procurement and Logistics Unit to communicate consolidated requirements and Cargo Movement Plans, giving them ample lead time, to procure, assemble the kits and organize the transportation of required items or packages within desired time.
Formulate and develop tools, methodologies and other initiatives for effective and efficient implementation of programme supply chain operations all over the IOM Gaziantep Area of Responsibility (AoR) to systematize planning, implementation and reporting on how relief distributions are conducted by relevant programmes.
Design standard catalogues of relief items or packages distributed by programmes to identified beneficiaries, forecast demand and preposition/replenish stocks accordingly in cooperation with Logistics and Procurement Unit.
Monitor and evaluate all assistance delivery and ensure timely reporting; identify problems in implementation and propose solutions or adjustments to SCM components and processes; Organize customer satisfaction surveys towards this goal in collaboration with Monitoring and Evaluation Officer.
Contribute to systems development such as portals and other applications that will help automate planning, implementation and reporting of supply chain processes; use the portal and related applications to generate analytics that will help the Sub-Office understand the effectiveness and efficiency (or lack thereof) in relation to management of relief distributions. Propose improvements or solutions based on these analytics for systematic and strategic response that will help IOM to scale up operations or to position itself as a reliable agency in humanitarian relief operations.
Make initiatives to increase visibility of IOM efficiency and effectiveness in supply chain management.
Any other tasks required by the Head of Sub-Office.
Other Operational Tasks:
Oversee the systems for distributions of all operational activities in the AoR including but not limited to Assisted Migration/Voluntary Return & Reintegration) /, Community Stabilization/Income Generation & Private Sector Development; and Capacity Building/Technical Cooperation on Border & Migration Management to their respective beneficiaries.
Ensure that synergies are built with other active programs in Gaziantep related to supply chain management.
General Tasks:
Liaise with relevant government authorities, UN agencies, Clusters, IOs and NGOs.
Train IOM staff and implementing partners/other counterparts in programmatic supply chain management (planning, collection, processing, reporting).
Ensure and oversee regular data collection on all IOM SCM activities in the AoR for the purpose of reporting to senior management and donors, and for public information (printed public information materials, internet etc.).
Monitor the performance of IOM implementing partners, including receipt of goods, transport, safety of goods, beneficiary records and reporting.
Ensure that IOM standard relief packages and qualities are duly applied by local staff and implementing partners.
Pro-actively offer suggestions and advice to program management regarding improvements in program operations and procedures and initiate such improvements as requested.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Administration, Business Management, International Studies, Conflict Resolution and Social Sciences or a related field from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.
Experience
• Experience in coordinating activities related to logistics and operational activities;
• Demonstrated excellent communication, negotiation and writing skills;
• Experience in drafting letter and reports clearly and concisely required;
• With strong computer literacy, especially in Microsoft Office;
• Knowledge in SAP/PRISM or other Logistics/Inventory Control applications an advantage;
• Experience working in a high pressure environment, a sound negotiator and problem solver;
• Experience working towards varied cultures and professional backgrounds and dedication to the promotion of inter-ethnic cooperation and tolerance;
• Experience working long hours and adapt to a difficult environment. Must be committed to improve overall situation and living conditions of the Iraqi people;
• Experience travelling throughout the region and other areas will be an advantage.
Languages
Fluency in English is required. Working knowledge of Turkish and/or Arabic is an advantage.
