JOB SUMMARY

In light of the continuing Syrian crisis, International Medical Corps is currently providing support to primary health care clinics in Turkey and clinics, hospitals, mobile clinics and ambulances in Syria. The range of services provided range from emergency care, and inpatient services to outpatient services which include treatment of common illnesses, injuries and endemic diseases for adults and children, maternal, newborn and child health, immunizations, health education, provision of essential drugs and some nutrition and WASH activities.

The HHP Manager will work closely with the Health Coordinator to design and roll out a restructured HHP program in southern Turkey. The HHP Manager will provide on-going leadership and technical assistance for the existing interventions; technical support includes coordinating and facilitating trainings, guidance to HHP officers and HHP Team Leaders. S/he will also play an integral role in the support to IMC’s health partners implementing HHP programming as part of sub-award projects. S/he will spend at least 50% of her/ his time at field sites. The duties and responsibilities listed below are representative of the nature and level of work assigned, and are not necessarily all inclusive.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

1.Assess and Develop Improved Community Health Program Approach:

· Conduct a thorough program assessment for current HHP activities to identify the needs within the field contexts, project strengths and weaknesses, as well as and provide recommendations for restructuring.

· Conduct review of existing and relevant HHP approaches, materials, and tools to identify possible resources for adaptation for the northern Syria context.

· In coordination with MHPSS and rehab sectors, design restructured CH program with essential program package (CHW team scope of work, recruitment guidelines, training curricula and materials (including TOT), reporting tools and guidelines, IEC materials and guides, supervision and monitoring tools, any relevant standard operating procedures).

· Develop and advise on CH information system and data collection tools using CommCare system. · Develop and manage plans to support the effective transition of existing programming to new restructured approaches, trainings, and materials.

Program Management

· Provide technical support and oversight to HHP components IMC HHP program

· Facilitate the appropriate and effective operations of Health & Hygiene Promoters

· Develop and maintain working relationships with other health actors in shared implementation areas for effective coordination; assist and represent IMC in any relevant health coordination meetings.

· Provide leadership to IMC HHP staff in the supervision of CHWs and technical monitoring of the quality of HHP services.

· Manage and strengthen the HHP information systems

· Manage and provide technical oversight for all HHP related training including, leading roll out of all new and on-going staff and ToTs, maintaining of technical training materials, job aids and IEC/BCC materials for the HHPs, and training schedules for HHPs.

· Help development of health education messages ensuring that information included is accurate, salient and culturally sensitive

· Maintain database of HHPs, health facilities, areas of coverage, contact information, training topics, pre/post test scores, health referrals and reporting schedules

· Maintain regular communication with health education field staff and HHPs

· Schedule regular site visits for monitoring and supervision to ensure quality of services, accurate data collection and tracking of health education sessions and feedback forms

· Work with team on timely procurement and delivery of required commodities

· Continually assess situation providing new strategies or additional areas for attention

· Assist in reporting, meeting donor target indicators, and setting plans for monitoring and evaluation.

2.Training and building capacity

· Help develop training curricula; support Health & Hygiene Promotion Officers in identification and utilization of different media for health education messages

· Assist in TOT and capacity building of staff; ensure that trainers are adequately prepared to instruct HHPs

3.Assessments and Reporting

· In cooperation with M&E office, assist the team in conducting assessments and surveys through health team, data assistants and HHPs

· Compile data and submit reports as per schedule

· Analyze weekly reports from field and provide feedback for HHP program in order to adapt programs to changing contexts

4.Representation

· Represent International Medical Corps in a positive and professional manner contributing to the creation of a positive image and overall credibility of the organization, notably through the application of International Medical Corps' mandate, ethics, values and stand-point with regard to other actors

5.Human Resources Management

· Lead in the recruitment process for HHPs, HHP Field Officers, and trainers

· Ensure compliance to local labor laws including working hours by advocating for HR needs within the program and at field sites

6.Working Relationships

· Help set-up, organize and monitor HHP meetings and follow-up trainings. Including site visits in implementation areas to monitor HHP activity

· Support Health& Hygiene Promotion Officers in meeting with other departments, staff, beneficiaries, community members and other stakeholders to provide briefing on proposed activities, implementation and monitoring plan and roles and responsibilities of each team member

· Maintain frequent communication with Deputy Medical Coordinator/Medical Coordinator to ensure program activities and objectives are communicated

· Pro-actively maintain open and professional relations with International Medical Corps team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions

· Attend health department coordination meetings

7.Security

· Ensure application and compliance of security protocols and policies

8.Prevention of Sexual Exploitation and Abuse

· Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps

REQUIREMENTS (PERSONS SPECIFICATION):

· Turkish National

· University degree in health, public health, nursing or related field

· Demonstrated qualifications and experience in program design, monitoring and evaluation of humanitarian and/or development programs; experience working in the health sector preferred

· At least 2 years’ experience implementing health programming with an international/local NGO or equivalent in a program management capacity; field-based experienced managing project implementation preferred

· Past experience with community health programming required; technical experience with reproductive health, maternal and child health, mental health or psychosocial support, women’s protection, and/or SGBV a plus

· Must be highly fluent in written and spoken English, knowledge of Arabic language is preferred.

· Demonstrated experience in project management and capacity building; past work supporting local partners preferred

· Excellent analytical and written skills

· Demonstrated strong interpersonal and intercultural communication with success working across sectors and departments

· Excellent working knowledge of computer software packages (MS Word, Excel, Outlook, etc); previous experience with District Health Information System (DHIS) database packages preferred

· Must be willing to travel frequently to field sites for long periods.

· Must have excellent organizational skills and ability to handle multiple tasks in a dynamic environment.

· Should be available to work extra time on weekends and evenings when required.

· Must have the ability to work effectively with various personalities and cultures. Strong interpersonal and communication skills required.
