JOB SUMMARY
In light of the continuing Syrian crisis, International Medical Corps is currently providing support to primary health care clinics in Turkey and clinics, hospitals, mobile clinics and ambulances in Syria. The range of services provided range from emergency care, and inpatient services to outpatient services which include treatment of common illnesses, injuries and endemic diseases for adults and children, maternal, newborn and child health, immunizations, health education, provision of essential drugs and some nutrition and WASH activities.
The primary functions of the Senior Medical commodities Officer include oversight and implementation of all medical commodities related activities as pertaining to specific grants. Activities include recruitment, training and supervision of required staff, ensuring the functionality of regular and recurring reports and tracking of different parts of the medical commodities supply chain and consumption data, use of standard quality assurance tools, internal and external coordination, and day-to-day administration of overall program activity.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
1.Program Management
· Review project proposal materials and develop a detailed implementation and monitoring plan for required commodities
· Schedule regular site visits for monitoring and supervision to ensure quality of commodities and accurate tracking information
· Work with team to prepare procurement plans based on current inventory, needs assessments and updated consumption data for timely delivery of required commodities
· Monitor and evaluate appropriate implementation of interventions against program objectives
· Ensure compliance with International Medical Corps policies and procedures, donor regulations and local laws
· Ensure timely reporting on stock status to help with planning of stock replenishment and that tracking through to end-user has occurred
· Provide regular reports, document results and lessons learned, and maintain detailed departmental records
· Compile and assess medical commodities data and submit timely reports including monthly medical stock analysis
· Work with medical team and relevant departments to develop and implement tracking systems both for distributed medical supplies and consumption reports
2.Training and building capacity
· In collaboration with relevant advisors, develop and deliver specific supply chain management training for associated health facility staff
· Assure appropriate and timely implementation of supply chain training interventions
· Support in medical supply chain capacity building of local partners
3.Assessments and Reporting
· Coordinate with technical colleagues to plan and conduct necessary assessments to adjust current programming and for future programming of health facilities and/or health-related sectors using standardized MRSF forms; final reports to be submitted with recommendations
· Lead the production of medical commodities reports and ensure the timeliness and accuracy of information provided, as well ensuring confidentiality of sensitive information.
4.Representation
· Represent International Medical Corps in a positive and professional manner contributing to the creation of a positive image and overall credibility of the organization, notably through the application of International Medical Corps' mandate, ethics, values and stand-point with regard to other actors
· Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, values and stand-point with regard to internal and external actors
5.Human Resources Management
· Assist in the selection and training of qualified medical commodities staff, recommend promotions, disciplinary action and termination of staff in consultation with the Deputy Medical Coordinator/Medical Coordinator
· Ensure compliance to local labor laws including working hours by advocating for HR needs within the program and at field sites
· Maintain open lines of communications with field staff
6.Working Relationships
· Maintain frequent communication with Deputy Medical Coordinator/Medical Coordinator to ensure program activities and objectives are communicated
· Pro-actively maintain open and professional relations with International Medical Corps team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions
· Ensure regular and effective communication with Logistics, Finance and all other International Medical Corps team members, and associated health facility leadership
· Work with relevant departments to ensure the coordination of programs supplies are delivered in a timely manner, and are within the scope of the proposal activities and budgets
· Attend health department coordination meetings
7.Security
· Ensure application and compliance of security protocols and policies
8.Prevention of Sexual Exploitation and Abuse
· Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps
REQUIREMENTS (PERSONS SPECIFICATION):
· Turkish National
· Must have degree in pharmacy or related fields of public health and relevant experience in managing large stock of medical supplies
· Must have at least 2 years of experience working with INGOs in humanitarian or development contexts; previous emergency response, conflict/post-conflict experience
· Must be able to analyze and interpret data and to track performance against program indicators
· Must be able to write narrative and produce analytical spread sheet reports.
· Must be fluent in written and spoken English and Arabic. Turkish is a plus
· Must be skilled in Microsoft Office specially MS-Excel and MS-Word
· Must be able to travel to field sites (Turkey and Syria)
· Must have excellent organizational skills and ability to handle multiple tasks in a dynamic environment
· Must have the ability to work effectively with various personalities and cultures
· Preferred evidence of practical experience in medical commodities management within the field of supply chain management (procurement, tendering, transport, warehousing, etc.), asset management and distribution support
· Proven record of experience of the management of medical commodities at a manager level
· Evidence of the ability to plan for, and conduct training in all areas of medical commodities supply chain management
· Experience of the management of budgets and the ability to prepare timely, complete and accurate reports
