Formal Education Program Manager

Concern Worldwide is a non-governmental, international, humanitarian organization dedicated to the reduction of suffering and working towards the ultimate elimination of extreme poverty in the world’s poorest countries. Concern has been working in Turkey since August 2013 and currently looking for a potential candidate for the Formal Education Programme Manager position.

Job Summary

Concern is seeking a Formal Education Programme Manager to oversee the organization’s formal education projects, implemented in Turkey. The position will be based in Sanliurfa and will include the supervision of Concern’s Education Officers and work closely with the Provincial National Education Department (PNED) and both school principals and coordinators. This is a national post and candidates should have the right to work in Turkey at the time of application. The Education Programme Manager will be supervised by the Education Programme Coordinator. It should be noted that this is a relatively new programme and as such will require significant resourcefulness and flexibility.

Main Duties and Responsibilities:

Project management:

· Day-to-day management and supervision of Concern’s formal education projects

· Responsible for recruitment and capacity development of formal education officers

· Responsible for the project’s progress, budgets and reporting (under the supervision of the Education Programme Coordinator)

· Responsible for coordinating with the PNED, school coordinators and partner organizations

· Support school transportation project through regular monitoring visits to TECs and meetings with suppliers

· Responsible for regularly visiting TECs to build relationships with school coordinators and principals and ensure that formal education programs are running

· Manage activities in line with Concern’s education strategy and sectoral guidelines

· Responsible for working with the MEAL department to ensure projects are monitored appropriately and projects are on schedule

· To adhere to the standards of conduct outlined in the Programme Participant Protection Policy and Concern Code of Conduct.

· To support and promote the standards outlined in the Programme Participant Protection Policy and Concern Code of Conduct to their team, partner organisations and beneficiaries, and be committed to providing a safe working environment.

· To contribute to the establishment of preventive measures to reduce the potential for abuse in Concern programme (as per P4 section 6).

Coordination:

· Coordinate and maintain relations with respective Turkish authorities including PNED and MoNE

· Represent Concern at regional and national education coordination meetings

· Coordinate with Concern Managers and Coordinators on all project development, implementation and analysis

· Coordinate and communicate with donors, including participation in meetings and provision of information upon request

Other Tasks:

· Contribute to organizational accountability initiatives, including overseeing the roll out of commitments of Concern under the HAP (Humanitarian Accountability Partnership)

· Support and promote the standards outlined in the Program Participant Protection Policy and Concern Code of Conduct to their team, beneficiaries, and be committed to providing a safe work environment

· Support emergency response programming for Concern by undertaking other tasks as directed by the Education Program Coordinator and Programmes Director

Skills, Qualifications, Experience and Attitude Required

  • This is a national post and candidates should have the right to work in Turkey at the time of application
  • Experience managing multicultural staff in a complex environment
  • 3 years of experience working within the education sector for a humanitarian organization
  • Experience in budget management
  • Experience working with donors such as BPRM and GIZ
  • Knowledge of the INEE Minimum Standards
  • Strong problem solving and communication skills
  • Fluency in written and spoken Turkish and English
  • Basic skills in spoken Arabic
  • Ability and willingness to travel to the project sites
  • Ability to work independently and take initiative
  • Commitment to humanitarian principles and values
  • Commitment to Concern equal opportunity and gender practice

Educational background

· Bachelor’s degree in education, child development, protection or related subject area
