Concern Worldwide is a non-governmental, international, humanitarian organization dedicated to the reduction of suffering and working towards the ultimate elimination of extreme poverty in the world’s poorest countries. Concern has been working in Turkey since August 2013 and currently looking for a potential candidate for the Programme Manager - Partnerships position.

Reporting line; Partnerships and Advocacy Coordinator, and work closely with Programmes Director

Responsible for: Partnership Officers

Contract Length Fixed term; 1 year (extendable)

Liaises with: Country Director, Country Finance Controller, Compliance Manager, Systems Director, Logistics Manager, Programme Coordinators, Programme Support Officer, Donors, UN agencies, NGOs, Clusters, Implementing partners

Job Purpose:

The purpose of the role is to provide leadership and direction in collaboration with the Director Programmes in the design and delivery of partnership approach in Turkey.

The Partnership Manager will ensure the effective design, implementation and monitoring/evaluation of all partner programmes, ensuring correct support, follow up and feedback is provided to Concern partners and strong communication channels are in place. S/he will assist Concern in developing and implementing a strategy that will enable the organisation to map and assess potential partners, and formulate appropriate immediate and long term partner lead solutions. S/he will lead on coordination with programme staff in country and global offices to communicate, promote and disseminate information relating to Concern’s partnership strategy. S/he will represent Concern at the relevant external stakeholder meetings, events and other coordination forums.

It should be noted that this is a relatively new programme and as such will require significant resourcefulness and flexibility. This is a national post and candidates should have the right to work in Turkey at the time of application

Responsibilities:

Partnerships

· Lead mapping and identification of local partners in conjunction with programme teams.

· Plan and implement capacity assessments of new partners in coordination with programme, finance and system teams.

· Based on the capacity assessment, develop appropriate training and skills development to partners.

· Ensure partners’ proposals are reviewed in a timely manner and against criteria clearly communicated to potential partners in advance of their submission.

· Regularly meet with partners to get feedback on partnerships and based on this, suggest ways to improve Concern-partner working relationships, flagging any critical issues

· Ensure implementing partner staff are aware of Concern/donor guidelines and policies and that these are adhered to at all times, immediately raising any suspected non-compliance with the CMT.

· Ensure effective management of the process of preparing concept papers and project proposals with partners for fundraising purposes; ensure that relevant trackers (opportunities, proposals, and reports) are updated.

· Participate in any donor visit to project(s) and meetings, as required.

· In coordination with the Programme Director, represent Concern in appropriate coordination forums.

· Pro-actively identify advocacy opportunities, case studies and research opportunities linked to partnerships and capacity building which also link with wider organizational strategic objectives, and turn these into action.

Team Management

· Ensure full compliance with security plans and protocols.

· Lead and manage assigned staff, contributing to their capacity building and career development.

· Coach all team members to ensure they fully understand outcomes which are expected of them, through Concern’s Performance Development Reviews system (PDR’s).

· Capacity building of national project staff and partners with updates on training materials and technical knowhow.

· Ensure team members are aware of core Concern policies and procedures relevant to their work, and with the support of others, carry out regular briefings on these policies, including the P4, security management, accountability etc. Contribute to the implementation of these policies.

General

· Support emergency responses when required including assessments, planning and reporting

· Any other tasks mutually agreed with the Line Manager, Programmes Director and /or the CD

· To support and promote the standards outlined in the Programme Participant Protection Policy and Concern Code of Conduct to their team, partner organisations and beneficiaries, and be committed to providing a safe working environment.

· To contribute to the establishment of preventive measures to reduce the potential for abuse in Concern programme (as per P4 section 6).

PERSON SPECIFICATION

ESSENTIAL

Education, Qualifications & Experience Required:

§ Degree in social sciences, international development or a related discipline, and 3 years relevant experience

§ This is a national post and candidate should have the right to work in Turkey at the time of application

§ Strong report writing skills, including experience in writing funding proposals and donor reports.

§ Excellent English language communications skills (written and spoken)

§ Fluent Turkish speaker - Arabic language desirable but not a must

§ Experience in leading strategy and proposal development including logical frameworks.

§ Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures.

§ Excellent teamwork skills and the ability to build good relations both internally and externally

§ Good command of procurement regulations and practice

§ Ability to train local partners and to motivate and develop skills of others

§ Commitment to Concern’s ethos and values

§ Sound IT skills, including Word and Excel

Desirable:

§ Understanding and experience of the Humanitarian Accountability Partnership

§ Previous experience of multi-sectoral response

Special Skills, Aptitude or Personality Requirements:

§ Familiarity with logistics, HR, Finance, and administrative processes

§ Ability to organize and prioritize workload, using initiative when appropriate

§ Good team player, flexible and capable of working with a multinational country team,
politically and culturally sensitive

§ Ability to cope with stress; work under pressure often to strict deadlines

§ Ability to motivate and develop skills of others

§ Facilitation and interpersonal skills

§ Flexibility and willingness to change work practices and hours, and capability to work in insecure environment

§ Ability to manage multiple tasks and assignments effectively with attention to details
