Context:
The mission of the Organization is to promote, develop, and implement community-based projects in Syria by civil society activists in order to improve the lives of civilians in their communities, mainly inside Syria, empower them and preserve their dignity. All team members are committed to the principals of humanity, neutrality and impartiality, and dedicated to stand up for the rights of the Syrian people.
Emissa activities and projects are implemented under five programs:
1- Health Program: Primary and secondary healthcare and rehabilitation through clinics, field hospitals, physiotherapy centers.
2- Relief Program: Emergency Response, food Distribution, NFI, Winterization.
3- Livelihood Program: Agriculture, Livestock, and sustainable projects.
4- Education, and PSS Program: Primary and secondary education, Risk Education, PSS, Community Awareness.
5- Wash & Shelter Program: Camps preparation and management, Waste management, WASH projects.

Duties and responsibilities:
The Program Manager will perform the following duties:
· Responsible of supervision implementation and development of the program and coordinating all its projects
· In coordination with the M&E and the Programs Development Departments, asses needs in targeted communities within the assigned program, communicate with donors and develop concept notes and projects proposals that fit with the needs of the beneficiaries, capabilities of the implementing teams and priorities of the donors.
· Plan, coordinate and execute all deliverables of program’s projects.
· Ensure a comprehensive and integrated value chain across the livelihood projects.
· Manage the projects staff by understanding and solving their professional challenges, assisting their completion of their personal objectives and conducting periodical written evaluations of their performance.
· Lead the liaison with other program’s stakeholders i.e. local and international organization, OCHA cluster.
· Working closely with the projects managers to ensure prompt and accurate narrative and financial reporting in accordance with donor templates and needs.
· Develop strategies to secure sustainable funding for the program’s projects.
· Contribute to daily, weekly and monthly reporting on the work of the projects teams.
· Act at all times to promote the organization’s vision of a democratic, united and pluralistic Syria, and ensure full compliance of all program staff with its values of humanity, neutrality and impartiality.
· Provides general support and liaison with other departments.
· Promote a productive work environment respectful of the Code of Conduct with zero tolerance for verbal and physical abuse or discrimination against other persons on the grounds of race, religion, color, gender or creed.
· Contribute to a positive working environment by being accessible and available to team members and to representing their professional and personal concerns to the Board of Directors.
Outputs:
· Delivery of the donor’s support of the program’s projects to local beneficiaries on time and within budget.
· Maintenance of highly positive relationships between the organization and the Syrian stakeholders to the program and the funding partners.
· Development of strategies and projects that ensure sustainability of services for the targeted communities.
Education:
· Bachelor Degree in Business, Administration, development, anthropology or relevant field.
· MBA is a plus.
Qualifications:
· Very good experience in micro finance, value chain analysis and livelihood activities.
· 3 Years of experience in the projects management field.
· Minimum 1 year in a managerial position.
· Experience in NGOs/INGOs (humanitarian field).
. Very good knowledge and understanding of financial principals, budgeting and reporting.
· Details oriented with excellent business planning and analysis skills.
· Excellent command of Microsoft Office Applications, Excel in particular.
· Very good Command of English language.
Personality:
Strong believer in human rights and values of justice.
Experience in working with volunteers groups.
Proactive with excellent communication and leadership skills.
