General Description of the Organization:
Orange is non-profit civil society organization, Orange works on the ground in Turkey and Syria to build the capacity of civil society organizations working to address the significant humanitarian disasters caused by the Syrian crisis.
Orange is one of the leading NGOs working in the areas of (Capacity Building, Training, Development, Peace Building, Consultancy, Women Empowerment, Need Assessment, Organizational Development, and Third-party Monitoring and Evaluation).
Our work helps to improve the lives of all those impacted by this disaster, as we give civil society the tools they need to effectively carry out their work in the region. Ultimately, we strengthen their ability to provide the right solutions to the people who need it the most – the innocent men, women and children who are unwitting victim of the crisis.
Job purpose:
The main purpose of this position is to manage will manage and lead the development, implementation, scaling up and monitoring of Orange’s Capacity Development Programme. S/He will collaborate and consult with relevant stakeholders including national and local partners. S/He will also be responsible for representing Orange and coordinating stakeholders in the Capacity Development and Early Recovery Clusters and working groups.
The Capacity Development Programme Manager is responsible for the strategic development, implementation, and coordination of Orange’s capacity Development activities. S/he will be responsible for managing the organizational and technical capacities of local structures, and CSOs and networks. S/he will be required to work closely with the CEO to ensure that regular monitoring and mentoring takes place with each partner. S/He will also regular liaise with partners to ensure that they are completing assignments against quality standards. This includes support to meet the project’s technical objectives; manage financial resources and program staff; manage partner coordination; maintain good working relationships with relevant stakeholders, and local partners; and ensure high-quality delivery of services.
Duties, objectives and competencies:
Programme Development:
- Contribute to the development/ revision of best practice guides, manuals and other technical resources to improve the quality of Orange’s Capacity Development programs;
- Work with other staff to support the development of guidance and resource materials that aim to improve Capacity Development programme delivery.
- Develop materials and processes for specific areas/topics identified as needed for capacity development of partners, including Organizational Capacity Assessment (OCA), training, Organizational Capacity Plan, mentoring and coaching of partners, peer learning and other methodologies.
Contribute to the development of annual workplans, performance monitoring systems and tools, and writing of program reports.
Support the development of the Capacity development strategy for Capacity Development programming and contribute to business development, including conducting stakeholder analysis and identifying potential partnership opportunities, pre-positioning with donors, conducting sound assessments and developing technically sound proposals, and identifying research and evaluation priorities that will sustainably build the capacity of and strengthen CSOs and local NGOs.
Supporting design of proposals and the development of good monitoring plans, directly engaging in the design and development of large RFAs, RFPs, and other proposals and drafting, reviewing and editing other proposals on an ongoing basis.
Be the primary provider of technical support and guidance for Capacity Development programming with a particular emphasis on design, implmentation, monitoring and resource mobalizations.
Programme implmentation:
- Lead the implementation of the Capacity Development programme ensuring timeliness and delivery according to the activity plan and results framework.
- Deliver all capacity development-related activities for partner NGOs and their networks in diverse areas of organizational development (leadership and management, financial management, human resources management, partner relations, communications, monitoring and evaluation, grant management, procurement and logistics management, technology utilization and others).
- Work closely with selected local partners to ensure adequate capacity is built in various areas of the program.
- Ensure flexibility and high quality of the capacity development support provided to the partners.
- Ensure integration of organizational capacity development with other technical support the project will provide to partners.
- Respond to requests for information about Capacity Development programmes from Orange staff from various departments and field programs, donors and relevant stakeholders.
- Manage and revise programme operational plans based on plan submitted to donors and in accordance to Programme Management Tools.
- Work with programme team and link with Senior Management Team on progress and challenges encountered.
Staff Management
- Line manage the programme staff/team to ensure effective and efficient programme implementation, partnership relationships and operational systems
- Ensure that there is a clearly defined structure, up-to-date job description, and reporting mechanisms for each team member in line within Orange’s HR policies and procedures.
- Hold regular coordination meetings with key team members and regular meetings with SMT to discuss issues, ensure strong communication and learning from each other.
Financial management:
- Manage the programme budget, including regular monitoring of expenditure against budget, in accordance with Orange’s financial procedures and guidelines.
- Develop a clear work and expenditure plan and ensure that the programme is implemented within the agreed/approved budget and timeframe
Networking:
- Represent Orange’s at different local coordination forums and national forums including the Partnership Platform and other working groups, as well as bilateral meeting with international and national NGOs.
- Network, maintain communication and share experience with the partner organisations and other stakeholders to ensure the efficiency and effectiveness of project activities and promote best practice.
- Regularly provide briefings on Capacity Development programs, emerging issues, and developments in our areas of operation to a range of audiences, including Orange’s staff, donors, the media, UN agencies, inter-agency networks, etc.
Monitoring & Evaluation
- Manage programme in line with logical framework, the programme M&E plan and ensure regular analysis and reporting on programme data.
- Ensure team is aware of, and understand the M&E methodologies and requirements including monthly data collection, analysis and reporting to all key stakeholders in a timely manner.
- Lead in program monitoring, evaluating, learning and periodic reporting related to capacity building.
- Working closely with the MEAL Coordinator to make sure that projects in the right way according to the indicators.
Other Duties:
- Adhere fully to the commitments and rules of Orange’s Code of Conduct
- Undertake any other relevant duties as may be assigned by the SMT.
Requirements:
- Bachelor’s degree in business administration, Economy, or relevant field of study. MA is preferred.
- Previous NGO work experience or leading LNGO with increasing responsibility
- Experience with Organizational Capacity Developments programming
- Strong communication skills, including the ability to coordinate with multiple parties and external stakeholders
- Experience in delivering capacity development trainings and materials development.
- Sound judgement and ability to make impartial recommendations
- Experience in programme development, management and monitoring and evaluation Excellent English language skills (spoken, written and reading)
- Hard-working, proactive and able to prioritise and delegate a demanding workload
