"Aleppo Call " campaign was launched on Qatar’s national day on 18/12/2016 in response to an invitation from the Qatari government and in response to the ongoing humanitarian crises in Syria, especially in Aleppo. The first phase of the campaign, the Emergency Response Plan, has been completed within the first two months. The second phase of the campaign, which is The Sustained Response Plan, is being currently implemented. The campaign covers at this stage six sectors in humanitarian relief that are: Health, Shelter, Non-food items, Food Security, Education, Water and Sanitation. The campaign is being carried out under the overall supervision of the Regularity Authority for Charitable Activities. The projects included in this plan will be implemented by five Qatari humanitarian NGOs working within Turkey hub. These are: Qatar Red Crescent, Qatar Charity, Sheikh Eid Bin Mohammed Al Thani Charitable Foundation, Sheikh Thani Bin Abdullah Foundation for Humanitarian Services, Raf and Afif Charitable Foundations. A Technical Committee has been formed to implement Phase II of the Campaign, led by Qatar Red Crescent. Four Technical working groups emerged from this Technical Committee to implement the projects included in this phase.
Domain:
Coordinate the administrative and technical issues related to the second phase of "Aleppo Call" under the supervision of the Technical Committee managed by Qatar Red Crescent (Turkey Mission).
Duty Station and The Nature of Work:
- Turkey- Gaziantep- Qatar Red Crescent office (Administrative work – In-Office work)
Direct Supervisor:
- Grants Manager in Qatar Red Crescent in line with the plans and procedures of Aleppo Call technical team.
Contract Duration:
6 Months, Extendable.
Main Tasks:
- General supervision of the administrative activities and processes and coordination between the Technical working groups.
- Establish and strengthen effective and transparent coordination with the campaign's Technical Groups.
- Coordinate and manage communication channels related to the campaign’s activities between the campaign’s Technical Committee and Technical Groups on the one hand, and the Technical Team and the Executive team in Doha on the other.
- Continuously coordinate and follow-up with the Technical Team and the Technical Groups administrative coordinators, to ensure the integration between the groups and maintain high efficiency.
- General supervision and continuous coordination to ensure that the Technical Groups comply with the rules set by the campaign’s Technical and Executive Teams, and ensure that all projects meet the campaign’s priorities and respond to the relevant key objectives.
- Follow-up the Technical Groups' work plans and adopted indicators, and ensure timely reporting.
- Share recommendations and proposals from the Executive and Technical Teams to Technical Groups, and supervise their implementation.
- Share recommendations, proposals and Technical Groups meetings’ outputs to the Executive Committee and Technical Committee.
- Coordinate and manage campaign-related meetings between the Technical Groups and the Technical Committee.
- Ensure that roles and responsibilities are clearly and comprehensively shared with all the concerned stakeholders.
- Prepare the agenda of regular, exceptional and emergency meetings related to the campaign’s Technical Team, and ensure proper documentations and follow up.
- Regular coordination between the Technical Team and the Technical working groups to ensure that duplication of work is avoided.
- Request, review and finalise periodic reports, completion reports and any other reports related to the campaign’s projects’ activities from the Technical Groups’ coordinators; for final submission to the Technical Team and the Executive Team, according to an agreed-on standards and templates.
- Representing the Technical Team in related meetings including regular cluster meetings (if required).
- Manage and organize the campaign’s archives on Drop Box, and ensure that it is shared with all parties concerned, and updated regularly.
- Coordinate and manage any other related tasks as required.
Qualification and Required Experience:
- A university degree or a master's degree in business management or PMP.
- At least 5 years of experience in project management.
- An experience of no less than two years in coordinating projects.
- Proficiency in both Arabic and English (verbal and oral).
- High communication skills.
- strong report writing skills in both Arabic and English languages.
- Willingness and ability to comply with the requirements of a full time employment in Turkey.
