Background:
GOAL is a humanitarian aid agency working in 17 countries around the world. As part of its Syria response GOAL has a base of operations in Turkey, is an employer in Turkey and has a representative office registered with the Department of Associations. GOAL currently employs over 50 staff in Turkey.
Scopeof Work:
The Consultant will be responsible for providing support to the HR Manager and the ACD Systems in the following areas:
- Human Resource Advice, providing guidance on Turkish Labour Law and practices as required. In particular changes to the labour law and any additional responsibilities GOAL has as an employer. This includes review of GOAL process documents such as new drafts of the HR Manual, HR Standard Operating Procedures, revised HR Forms/Templates and other documentation.
- Recruitment Advice, specifically with respect to the employability of key staff providing guidance to the team on how to manage recruitment to ensure we have the best available staff who are a good fit for the team.
- Support to Government relations. This includes liaison with Government authorities on behalf of GOAL, supporting GOAL with access to, and lobbying of, key government officials. Providing introductions and advice on approaches to take with different Ministries and officials.
- Support to Management of Government of Turkey Audits. This includes overall management of any and all audits from the Government of Turkey and its departments either regionally or nationally. This also includes responsibility for ensuring that GOAL is preparing in the best way possible for any possible future audits.
- Work Permits & Residence Permits: Provide support and guidance to the GOAL HR team in applying for and following up Work Permit and Residence Permit applications.
- Sworn Translation of Confidential Documents.
In all of the above it is the Consultants primary responsibility to protect, in as much as is possible, GOAL and specifically GOAL’s Country Representatives.
Requirements:
- Strong academic background, minimum bachelor degree level, Master’s Degree preferred in a relevant field,
- Proven experience in Turkish Labour Law and practice, including staff terms and conditions, employment contracts and policies, handling of disciplinary and grievance issues, etc.
- Proven experience in government relations within Turkey; with a particular focus on Ministry of Labour, Ministry of the Interior and AFAD,
- Previous experience in Human Resource Management at a senior level,
- High level discretion and confidentiality,
- Understanding of the NGO sector and how INGOs and other multinational companies operate,
- Fluent in Turkish and English (Arabic an advantage) with the capacity to provide sworn translation – TOEFL certified or similar,
Remuneration:
GOAL expects to pay a fixed monthly fee for consultation services with an additional daily rate for each day spent in the GOAL office. GOAL will also provide economy class transportation and hotel accommodation for the consultant agreed in advance of the travel.
Timeframe:
GOAL is initially looking for a Consultant for Six (6) months period starting from May 2017, depending on the need the above TOR may be adjusted at that time.
