Context:

The mission of the Organization is to promote, develop, and implement community-based projects in Syria by civil society activists in order to improve the lives of civilians in their communities, mainly inside Syria, empower them and preserve their dignity. All team members are committed to the principals of humanity, neutrality and impartiality, and dedicated to stand up for the rights of the Syrian people.

Emissa activities and projects are implemented under five programs:

  1. Health Program: Primary and secondary healthcare and rehabilitation through clinics, field hospitals, physiotherapy centers.
  2. Relief Program: Emergency Response, food Distribution, NFI, Winterization.
  3. Livelihood Program: Agriculture, Livestock, and sustainable projects.
  4. Education, and PSS Program: Primary and secondary education, Risk Education, PSS, Youth Empowerment, Community Awareness.
  5. Wash & Shelter Program: Camps preparation and management, Waste management, WASH projects.

Job Summary:

The Program Manager is directly responsible of managing, coordinating and developing all activities that are covered within the scope of the program:

  • Primary and secondary Education.
  • Risk Education.
  • Community Awareness.
  • PSS and social work.
  • Youth empowerment.
  • Vocational training.

Duties and responsibilities:

The Program Manager of Education, Civic Education, PSS, Awareness and Community Empowerment activities will perform the following duties:

  • Responsible of supervision implementation of the program and coordinating all its projects and centers’ activities.
  • Work closely with the M&E and Development teams to assess needs in targeted communities, communicate with donors and develop concept notes and projects proposals that fit with the needs of the beneficiaries, capabilities of the implementing teams and priorities of the donors.
  • Plan, coordinate and execute all deliverables of the program’s projects.
  • Manage the projects staff by understanding and solving their professional challenges, assisting their completion of their personal objectives and conducting periodical written evaluations of their performance.
  • Lead the liaison with Syrian and International implementation agencies and OCHA Clusters in all affairs related to the program to ensure coordination and consistency.
  • Working closely with the field projects’ managers and centers coordinators to ensure prompt and accurate narrative and financial reporting in accordance with donor templates and requirements.
  • Develop strategies to secure sustainable funding for the program’s projects.
  • Contribute to daily, weekly and monthly reporting on the work of the projects teams.
  • Convene weekly project coordination meetings for all projects under the program.
  • Act constantly to promote the organization’s vision of a democratic, united and pluralistic Syria, and ensure full compliance of all the program staff with its values of humanity, neutrality and impartiality.
  • Promote a productive work environment respectful of the Code of Conduct with zero tolerance for verbal and physical abuse or discrimination against other persons on the grounds of race, religion, colour, gender or creed.
  • Leads as compliance officer to ensure adherence to policies of “Child Protection” and the “Protection of Beneficiaries from Sexual Exploitation and Abuse”.
  • Act as focal for gender related matters. Contribute to a positive working environment by being accessible and available to team members and to representing their professional and personal concerns to the senior management.

Outputs:

  1. Delivery and reporting of the donors support to local beneficiaries on time and within budget.

  2. Maintenance of highly positive relationships between the organization and its partners.

  3. Development of strategies and programs that ensure sustainability of services for the targeted communities and best matching of their needs and priorities..

Education:

  • Bachelor Degree in Education, Social support, Business, Administration, political sciences or relevant field.
  • MBA is strongly preferable.

Knowledge and Experience:

Applicants should have the following qualifications:

  • 5 Years of professional experience in related profession.
  • Minimum 1 year of experience in humanitarian work.
  • Comprehensive knowledge and experience of development programs, advocacy, campaigning, and community mobilization.
  • Knowledge of capacity building, learning and development activities with a good knowledge management basis.
  • Detail oriented with excellent business planning and analysis skills
  • Excellent command of Microsoft Office Applications.
  • Excellent command of Arabic &English language (spoken and written).

Personality:

  • Ability to work effectively with an ethnically diverse team in a sensitive environment.
  • Strong believer in human rights and values of justice.
  • Experience in working with grassroots groups.
  • Proactive with excellent communication and leadership skills.

Travel

  • Travel within ME region countries might be required for various meetings or business related matters (15% travel).
