Location: Hatay**/**Antakya with frequent visits to Gaziantep and Istanbul, Turkey

ROLE PURPOSE:

As a member of the Programme Development & Quality (PDQ) Team, the Education Advisor will be responsible for Education and youth strategy development; conducting partner technical capacity assessments and community needs assessments. The Education Advisor will ensure that partners and SCI education team have the capacity to address key education and Youth needs across target communities within Turkey and NW Syria on an ongoing basis. The Education and youth Technical Specialist will be responsible for providing technical guidance to partner staff and ensuring that high-quality activities are implemented in a timely manner. The Education and Youth Technical Specialist will be a lead on developing proposals and securing funding for basic education, ECCD, Youth and vocational programs in close coordination with partner organizations and the SCI team. The incumbent will ensure the coordination of all education and Youth activities through active participation in coordination meetings and working groups.

KEY AREAS OF ACCOUNTABILITY:

Programme Support:

· Lead on designing Education and Youth technical assessments in coordination with other SC thematic areas and other external sector agencies, ensuring assessment findings are documented and that all assessments include a specific analysis of children’s needs.

· Lead on developing Education response plans and master budgets and contribute to Save the Children’s overall response strategy and to align with partner input and partner capacity

· Lead on fundraising for the Education and Youth sector, including development of high quality concept notes and proposals, and engagement with donors’ technical advisers

· Provide technical support to Education teams and conduct regular monitoring visits to ensure quality programming is being implemented

· Ensure partner staff and program teams have solid understanding of emergency, recovery and development education programming

· Ensure that all required project indicators are measured by field teams and evaluated

· Prepare Education and Youth programme partners for implementation to ensure timely delivery of programme activities (for example, monitoring against log frames, performance management plans)

· Working closely with the HR team, lead on identifying Education staffing needs (national and international) for Syria and Turkey programmes; ensure rapid recruitment, induction and training of new staff

· Working closely with the MEAL team, put in place an Education sector MEAL plan, ensuring this links to reporting requirements, and capacity build technical field staff in carrying out the work

· Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Core Humanitarian standards, Sphere Charter and Red Cross Code of Conduct.

Capacity Building:

· Develop creative techniques to support the learning and development of staff and partners based in inaccessible areas

· Develop learning needs assessment and capacity building plans for both SC and partner staff, linking capacity building initiatives to wider opportunities identified via coordination and networks.

· Coach and mentor partner staff, Education Team and national level counterparts and link in to wider organisational talent development mechanisms.

· Oversee development and delivery of technical training material that will improve aspects of Education work within partner organizations and across Save the Children

Representation & Advocacy & Organisational Learning:

· Shape broader sector strategies through influence of and leadership within inter-agency coordination fora, including the Education Cluster, alliances and consortia, ensuring the specific needs of children are being addressed. This may involve taking on a co-chairing role where needs demand.

· Take the initiative in documenting lessons learnt, best practice and case studies to shape in-country strategies and programme approaches, and contribute to broader sector learning.

· Pro-actively identify advocacy opportunities, case studies and research opportunities which link with wider organisational strategic objectives, and turn these into action.

· Play a leadership role in shaping Education communications and media priorities in line with thematic priorities, acting as a spokesperson when required.

General:

· Demonstrate leadership in relation to Save the Children policies and practice with respect to child safe guarding, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

Qualifications and Experience:

Essential

· Degree in Education, International Relations, Development studies or similar field

· Minimum 5 years experience of working in Education programmes in a humanitarian or development context including at least 1 year working internationally

· Previous experience of working in large-scale first phase emergency response

· Previous experience of working with a large Education team of international and national staff

· Previous experience of in conflict settings and in remote management

· Demonstrated ability to set up monitoring & evaluation systems in large complex programmes

· Demonstrated ability to set up learning and development processes for a large Education team

· Proven ability of mentoring, coaching and training on Education related topics.

· Experience of senior level representation

· Experience of developing and negotiating successful partnerships with institutional donors

· Ability to write clear and well-argued assessment and project reports

· Excellent communication skills

· Proven ability to influence change at an operational and strategic level.

· Politically and culturally sensitive with qualities of patience, tact and diplomacy

· A high level of written and spoken English

· The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.

Desirable

· Language skills in Arabic

· Experience or knowledge of working and living in relevant regions/contexts

· Specific experience of designing and managing BPRM, BMZ, UNHCR, NMFA, ECHO, OFDA and other major donor projects

· Specific experience of designing and managing consortia projects.
