Context:
The conflict and violence in Syria has continued to create surges of people crossing the borders from Syria into neighbouring countries. The number of Syrians registered or awaiting registration in host countries has surpassed 4 million and 6.2 million have been displaced inside Syria. Host governments and humanitarian actors, including IOM, are providing relief assistance and protection to this extremely vulnerable population living with host families and in increasingly crowded camps and settlements. The combination of an extremely large displaced population and the accelerating rate of new arrivals is posing a growing challenge to reception communities’ capacity and host government’s response mechanisms.
IOM supports the implementation of the Whole-of-Syria approach in the framework of the UN Security Council 2165 passed on Monday 14 July 2014, authorizing the UN/IOM to initiate cross-border operations from neighbouring countries. IOM Turkey works with CCCM, Shelter/NFI Working Groups, International Non-governmental Organisations (INGOs), Turkish Government Authorities and Syrian partners on identifying vulnerable displaced populations inside Syria, procuring required Non Food Items (NFIs), organising transportation across the border and distributing the items to Syrian people in need. IOM has expanded its programming into other sectors including supporting local authorities and logistics cluster to expand the operational capacity of border crossing points.
Under the overall supervision of the Programme Coordinator and the direct supervision of the
Emergency Response Officer, the successful candidate will be responsible for the coordination of IOM Gaziantep’s emergency Shelter/NFI distributions through implementing partners in the northern regions of Syria.
Core Functions / Responsibilities:
Plan and manage IOM Turkey’s shelter and NFI response through local implementing partners in Syria, including targeting, registration, verification, distribution, and follow up, in coordination with clusters, review board and relevant stakeholders.
Coordinate the release of items to the requesting agencies from IOM warehouses after receiving endorsement by the cluster coordination teams from Shelter/NFI or CCCM.
Maintain a register of distributions to agencies recipient of the pipeline items, ensuring that dates of collection, number and type of items, locations where the items will be utilized and targeted beneficiary numbers are properly accounted.
Support dispatch of shelter/NFI stock in coordination with IOM logistics, ensuring completion, accurate record keeping, and follow up on issues.
Support procurement processes by providing relevant documentation and pipeline projections for shelter/NFI in coordination with IOM procurement and logistics team.
Monitor stock levels against the prepositioning plan and ensure adequate levels are maintained in the IOM Gaziantep warehouse.
Receive and manage Shelter/NFI pipeline requests, referring to NFI and Logistics Cluster.
Plan and carry out shelter and NFI needs assessments, in coordination with clusters and relevant stakeholders, and prepare assessment reports, including analysis and recommendations for future programming;
Prepare distribution reports, including analysis and recommendations. Support partners with post-distribution monitoring exercises, and prepare PDM reports.
Provide technical support to cluster partners in the field, including relevant government counterparts, on shelter and NFI response and reporting as required.
Work in close collaboration with the NFI and Logistics Cluster Coordinators on Emergency Shelter and NFI related issues.
Supervise the team of national staff assigned to assist the distribution of the pipelines.
Participates in the pipeline programme planning with the SNFI and CCCM Coordinators, and advises on logistics considerations.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Management, Supply Chain Management, Business Administration, Engineering, International Economics, Development Studies or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
Experience
• Relevant work experience including at least three years of field experience in operations, emergency work, including support to displaced populations and/or project management;
• Knowledge in inventory software/applications is required;
• Previous experience with humanitarian organizations and in supply chain management is an advantage.
Languages
Fluency in English is required. Working knowledge of Arabic and/or Turkish is an advantage.
