PREMIERE-URGENCE INTERNATIONALE (PUI) is an international, apolitical, non-religious and non-profit French organization intervening in 20 countries worldwide to provide a global response on the fundamental needs to victims of humanitarian crisis from the emergency to the restoration of their autonomy and dignity. Humanitarian situation and needs :
BACKGROUND: Since 1967, occupation and political stagnation have directly affected the socio-economic situation of the Palestinian population in the West Bank. The movement restrictions policy is severely limiting Palestinians’ access to essential services and markets, and leading to serious and negative impact upon all aspects of their lives, and mainly their livelihoods.
The main features of the Israeli occupation remain in place and consequently the humanitarian needs in the oPt have not fundamentally changed for the last decade. Serious protection threats related to IF and settlers’ violence, limited access to essential services and entrenched levels of food insecurity continue to characterize the day-to-day lives of many Palestinians. Communities in Area C of the West Bank came under increasing pressure – rise in demolitions, increase in settlers’ violence, no easing on movement restrictions and no progress on the planning and zoning regime. Bedouin and herder communities in particular were affected.
Israel continues to impose a blockade in Gaza Strip, amounting to collective punishment of the population and affecting every aspect of life in the Gaza Strip. Livelihoods remained severely constrained by policies that restricted access to the areas with the most viable agricultural and fishing prospects.
Our action in the field :
PUI’s humanitarian and development aid strategy focuses on providing support to populations affected by the coercive environment and subsequent violations of IHL/HR in both the West Bank (WB) and the Gaza Strip (GS).
It combined several sectors to prevent the loss of livelihoods and displacements of population as a consequence of protection threats, lack of services (Health, Education, WASH), and lack of access to agricultural lands or job opportunities.
In the Northern West Bank, PUI operates in 3 districts (Qalqiliya, Salfit, and Nablus) with programming in protection, livelihoods and women economic empowerment.
In the Gaza Strip, PUI operates in 3 districts (Middle Area, Khan Younis, and Rafah) with programming in emergency response/NFI, protection, agriculture, IGA, and women economic empowerment.
PUI is leading on several issues including settler violence (WB) and the Access restricted Area (ARA) in the GS.

As part of our activities in OPT, we are looking for a Field Coordinator in Nablus.
The Field Coordinator is responsible for the proper functioning of the project site, and proper implementation of programs developed on that site.
- Safety: He/She is responsible of the safety of the site.
- Strategy / Fundraising: He/She participates in strategy development and proposes new interventions in function of needs identified in his/her field of operations. He / She actively contributes to the drafting of relevant project proposals.
- Programs: He/She coordinates the teams, and ensures proper implementation of programs on the site, under the supervision of his/her immediate supervisor.
- Human Resources: He/She supervises all of the teams at the site, as well as national and international staff.
- Logistical, administrative and financial support: He/She oversees the logistical, administrative and financial components at the site for the purpose of program implementation, and ensures compliance with the relevant procedures, with substantive support from the Administrative and Logistics Coordinator of the mission.
- Representation: He/She represents the organization before the partners, authorities, and various local actors operating in the area where his/her base is located.
- Coordination: He/She centralizes and disseminates information from/to the site, and consolidates the internal and external reporting activities implemented in his/her field of operations before submitting them to the immediate supervisor.

Proposed Terms :
Employed with a Fixed-Term Contract – 12 months
Start date : September 2017
Monthly gross income: from 2 220 up to 2 530 Euros depending on the experience in international solidarity + 50 euros per semester seniority with PUI.
Cost covered: Round-trip transportation to and from home / mission, visas, vaccines…
Insurance: Including medical coverage and complementary healthcare, 24/24 assistance and repatriation.
Housing:In collective accommodation.
Daily living Expenses:(« Per diem »).
Break Policy: 5 working days at 3 and 9 months
Paid Leaves Policy: 5 weeks of paid leaves per year + return ticket every 6 months.
